الملخص
ملخص: يعيش المرفق العام اليوم ضغوطا متزايدة لمواكبة الرهانات الإقتصادية، وإن كانت تقنية التفويض هي إحدى الحلول المنتهجة لعصرنته فإنها تعتمد بشكل أساسي على تكريس مبادئ حديثة مستمدة من الطرق الخاصة في التسيير ترمي إلى أخلقة المرفق العام، من خلال تبني الشفافية ، وتوخي الفعالية في الأداء لتقديم خدمة ذات نوعية تقترب من المعايير العالمية. يتطلب التجسيد الفعلي لهذه المبادئ كلفة عالية ماديا وبشريا، وهو ما دفع للبحث عن آليات ترتكز على أخلقة سلوك الموظف العمومي، نظرا لدوره الحاسم في نجاح عقد التفويض من عدمه وكذا رقمنة المرفق العام لتوفير الديناميكية التي افتقدها هذا الأخير وتحويله إلى مرفق تنافسي. Abstract: The public service has how now been subjected to increasing pressure to accompany the economic and stakes, and if the technique of delegation is one of the solutions adopted for its modernization, then it depends mainly on the consecration of modern principles resulting from the particular methods of management aiming at the moralization of public service, adapting transparency, and be effective in performance to provide a quality service that is close to global standards. The realization of these principles requires a high material and human cost, this has led to the search for mechanisms based on the ethics of official behavior taking into account his decisive role in the success or failure of the service of delegation contract, as well as the digitization of the public service to bring the dynamism that was lacking to it, and to make it a competitive service at the international level.
