المؤسسة الملكية المغربية ودورها في عملية صنع القرار

الملخص
تهدف هذه الدراسة إلى توضيح هيمنة المؤسسة الملكية على عملية صناعة القرار السياسي، من خلال مقاربة منظومة الحكم وعجزها على الانفتاح الديمقراطي وخلق إطار تشاركي لاتخاذ القرار وترشيده، بحيث تعالج هذه الدراسة البيئة المؤسساتية المغربية بشكل عام والمؤسسة الملكية بشكل خاص، وكذا مكانة الملك على وجه الخصوص في العملية القرارية سواء في الإطار السياسي الداخلي أو في إطار السياسة الخارجية مرورا بالمراحل المختلفة لصناعة القرار واتخذاه من مرحلة الاعداد إلى مرحلة التنفيذ. وهذا في ظل غياب الفاعل الاجتماعي والسياسي حال دون تحول ديمقراطي حقيقي في المغرب وخلق فضاء تشاركي لعملية صنع القرار السياسي، بحيث تعمل البنية المخزنية بالتوازي مع المؤسسة الملكية على تعطيل رهان التحول الديمقراطي، حيث تنطلق الملكية في المغرب في تصورها لمكانتها الدستورية من اعتبارات تتجاوز المنطوق الدستوري لتستحضر جوانب مستمدة من الثقافة السياسية السائدة اعتمادا على شرعية تقليد تمزج بين الدين والتاريخ. This study aims to show the domination of the monarchy institution in the political decision making process through the governance system and its incapability to the democratic openness and to the creation of a partnership frame to take a decision and make it efficient. This study treats the institutional environment in Morocco in general and the monarchy institution in particular. Also, the statue of the king especially in the decision making either in the matter of the domestic politics or the foreign policy, passing to the different stages in decision making and take from the elaboration stage to the execution one. With the absence of the social and the political actor, this hinders the veritable democratic transition and prevents to create a partnership atmosphere in the political decision making . This Mekhzen institution works in parallel with the monarchy institution to hinder the democratic transition challenge. The monarchism in morocco depends on its perspectives according to its constitutional statue by which it encroaches the constitution principal to rely on factors based on the current political culture and the traditionalism legacy combining between the religion and the history.
