الدعم الخارجي لقضية الديمقراطية في المنطقة العربية بين المواقف المبدئية وحسابات المصالح

الملخص
تشكل الضغوط الدولية تجاه النظم التسلطية في نظر العديد من منظري التحول الديمقراطي عاملا محفزا على حدوث تطورات ايجابية في مسارات الانتقال الديمقراطي داخليا، وعلى الرغم من أن العديد من التجارب التاريخية قد أبرزت أهمية دور البيئة الخارجية الداعمة لمسار بناء الديمقراطية، إلا أن تأثير الاعتبارات المصلحية على مواقف القوى الدولية قد يجعل مسألة مناصرة القيم الديمقراطية خاضعة لممارسة انتقائية تفقدها قيمتها الأخلاقية. تحاول هذه الدراسة مقاربة موضوع الدعم الخارجي لقضية الديمقراطية في المنطقة العربية، من زاوية الاعتبارات الأخلاقية، لتقييم أهمية وقيمة الدعم المعلن من قبل القوى الغربية لمسألة الديمقراطية عربيا إن كان يشكل موقفا مبدئيا أو يستجيب فقط لاعتبارات المصلحة. From the point of view of many democratic transition theorists, the international pressure towards the authoritarian regimes composes a stimulating factor for the positive developments in the internal democratic transition. although many historical experiments have proven the importance of the external environment in supporting the course of democracy establishment, however the impact of the expedient considerations on the attitudes of the international powers may make the democracy values supporting dominated by moral values dispossessing selective practices . This study aims at approaching the topic of the external support for the democracy case in the Arab region, from the angle of the ethical considerations, in order to estimate the importance and the value of the explicit support by the western countries to the democracy issue in the Arab world if this support is a matter of principles or it responds only to some expedient considerations.
