إدارة مشروع الشبكة الجزائرية للتوثيق في قطاع الأشغال العمومية : من التخطيط إلى التجسيد

الملخص
- الملخص تناولت الدراسة مشروع تجسيد الشبكة الجزائرية للتوثيق في قطاع الأشغال العمومية وذلك بالتعرف على مدى توفر المراكز التوثيقية المتواجدة على مستوى الوزارة ومديرياتها الولائية بالجزائر، بومرداس، البليدة، تيبازة على الإمكانيات والشروط اللازمة للعـمل في إطار الشبكة القطاعية، والتعرف على قدرات الموظفين على الاندماج في إطار الشبكة ومقترحاتهم لتحسين استخداماتها، ومن جهة ثانية وصف الخطوط العريضة لإدارة المشروع نظراً لكبر الحجم وتعدد الأنشطة الفنية والتقنية وتعقدها، الأمر الذي يستدعي تحكما دقيقا في مختلف عملياته ومراحله وتطبيق تقنيات التخطيط ومتابعة إدارة المشاريع، وتنفيذه في حدود التكلفة والمدة المقدرة وبالجودة المطلوبة، تلبية لغاية المشروع المتمثلة في ربط المراكز التوثيقية مع بعضها ومشاركة مواردها ومصادرها وفقا لمعايير ومواصفات معمول بها دولياً، لأهداف تبادل المعلومات وتوحيد إجراءات العمل وكيفياته وكذا إثراء الرصيد الوثائقي للأطراف المشاركة في الشبكة. - Résumé : L’étude porte sur la concrétisation d’un réseau documentaire algérien dans le secteur des travaux publics. D’une part repérer les centres de documentation existants au niveau du Ministère et de ses directions de wilaya d’ALGER, BOUMERDES, BLIDA et TIPAZA, cerner les conditions et les moyens nécessaires pour travailler dans ce réseau sectoriel. Identifier la capacité des fonctionnaires à s’intégrer dans ce réseau, à améliorer ses fonctionnalités grâce à leurs suggestions. D’autre part déterminer les grandes lignes pour la gestion du réseau qui implique le maîtrise pointue des techniques multiples et compliquées et son exécution au moindre coût le but est d’atteindre à une unification des centres de documentation, d’assurer l’échange d’informations, instaurer une normalisation des procédures de travail et enfin enrichir le fonds documentaire des parties participantes dans ce réseau. - Abstract : This study deals with the establishment of the Algerian documentation network in public work sector to identify how documentation centers are available of materials and conditions necessarily provided of work in the framework of the network sector; located on the concerned ministry and its stated directories in ALGIERS, BOUMERDES, BLIDA and TIPAZA, and then to identify staff working competencies of integrating within the Network and their suggestions in order to improve its uses. Thus, and in the other hand, is to describe outlines to manage the project due its large scale and multidisciplinary of technical activities and its complicating issues. Thisproject should strictly controlled of its different processes and steps, applying planning techniques and pursuing project management, and then executing the project within cost-time-quality required, in terms to provide the project goal as to link between documentation centers and to participate its resources according standards and specifications internationally taken, for exchanging information and unifying work processes and its methods, in order to enrich documentary balance of the parties that participated in the network.
