Résumé : Les organisations non gouvernementales (ONG) jouent un rôle particulièrement important pour la sauvegarde de la planète, et exercent plusieurs fonctions principales dans le champ de l’environnement. Leurs rôles et fonctions sont variés, non seulement en tant qu’observateurs, consultatifs et parfois en tant que lobbying pour la prise en charge des problèmes environnementaux, mais aussi en tant qu’acteurs majeurs dans la production du droit international de l’environnement et même dans le processus de sa mise en œuvre. Abstract: The non-governmental organizations (NGOs) play an important role in saving the planet and protecting the environment. They have different roles and several functions in the environmental field. They act not only as observers, advisory and sometimes as lobbying, but also as a major player in the elaboration of international environmental law and even in the process of its implementation. ملخص: تبذل المنظمات الدولية غير الحكومية جهودا هامة في المحافظة على كوكب الأرض، إذ تلعب أدورا حيوية وتقوم بوظائف أساسية في مجال حماية البيئة. هذه الأدوار وتلك الوظائف التي تتنوع ليس فحسب بتمتع هذه المنظمات غير الحكومية بصفة مراقب أو بصفة استشاري، أو حتى باعتبارها جماعة ضغط للتأثير على الرأي العام وصناع القرار بخصوص المشاكل البيئية، ولكن أيضا بكونها لاعبا حيويا في مجال صياغة قواعد القانون الدولي للبيئة، بل حتى في مجال احترام هذه القواعد وتطبيقها.
