الثابت والمتحول في أدوار النساء في الجزائر والمغرب بعد الربيع العربي: بين السياسة الاستباقية الاحترازية والرهانات التنموية

الملخص
حمل الربيع العربي العديد من الاستحقاقات، تعدت المجال الجغرافي للدول التي شهدته، فانتقلت إلى دول الجوار التي سارعت في سياسات استباقية احترازية، لتأمين وتجنب ما آلت له الأوضاع في دول الجوار، كانت النساء قد افتكت مكاسب في الإصلاحات التي باشرتها كل من الجزائر والمغرب أين حصلت النساء على الكثير من الاستحقاقات مكنتها اكتساب العديد من الحقوق دستوريا، غير أن ترجمة تلك الحقوق على أرض الواقع شابه العديد من العراقيل، تبحث هذه المقالة في أدوار النساء في كل من الجزائر والمغرب، وتحولاتها بعد أحداث الربيع العربي، لاسيما تلك التضاربات التي تظهر بين النص القانوني، والواقع الممارساتي، في ظل توجه كلا الدولتين إلى تبني مقاربة العدالة الانتقالية لتحقيق المساواة بين الجنسين، من هنا تكمن أهمية هذا الموضوع، الذي يهدف أساسا لتحليل ما سبق، من خلال الإجابة على الإشكالية التالية: هل استطاعت أحداث الربيع العربي إدماج النساء في الحياة العامة والسياسية في الجزائر والمغرب؟ وهل شهدت أدوارهن تحولا أم ظلت ثابتة؟ The Arab Spring carried many benefits, exceeded the geographical area of states which witnessed it have moved to neighboring countries, that hurried in proactive policies precautionary measures, to secure and avoid situation in the neighboring countries, women had already made gains their in the reforms initiated by both Algeria and Morocco, where women have obtained a lot of benefits that enabled it to acquire many of the constitutional rights, However the implementation of those rights actually faced many obstacles. This article is intended for research the roles of women in Algeria, Morocco, and their transformations after the events of the Arab Spring, especially those of the controversies which appear between the law and practice, under the orientation of both countries to adopt a transitional justice approach to achieving gender equality, hence the importance of this subject, which mainly aims to analyze the above, through the answer to the following problem:Do the events of the Arab spring were able to integrate women in public and political life in Algeria and Morocco? Is it witnessed a shift or remained static roles? Key words: political empowerment, the empowerment of women, the Arab Spring, development.
