الملخص

تعتبر المشاركة الشعبية حق كل شخص من الدستورية في إعداد القرارات التي يمكن ان يكون لها تأثير مباشر او غير مباشر على البيئة ، و هذا ما اصبحت تؤمن به المجتمعات المعاصرة كونها تهدف الى تحسين نوعية القرار البيئي من خلال إدماج المواطن في صنعه بفضل المعلومات المقدم من قبّل الهيئات الادارية بعدما كانت حكرا على النظام المركزي فقط ، و الجزائر كغيرها من الدول كرست هذا النوع من الاساليب الديمقراطية الجديدة في منظومتها القانونية ، و يظهر ذلك جليا من خلال اعتمادها العديد من الآليات الاجرائية و المؤسساتية لتفعيله من منطلق ان اصحاب المشكلة هم اكثر الاشخاص معرفة بها . The public participation is considered as a right for every constiutional person in preparing or making descisions that could have d dirct or indirect effects on the environment ;and this is what has become believed in contemporary societies that are aimed to improve the qaulity of environmental decisions throught the integration of citiziens in making that descision , thanks to the information provided by the administrative boidies after having been prerogative on the central system only . Algeria as the other countries has devoted to this kind of new methods oh democracy in its legal framework , and this is appeared clearly through its adoptation of many of the institutional and procedural mechanisms to activate it on the basis that the proplem owners know it more than other pepole
