مجلة الإتصال والصحافة ،مجلة سداسية تصدر عن المدرسة الوطنية العليا للصحافة وعلوم الإعلام بالجزائر تكتسي الطابع الأكاديمي، صدر العدد الأول منها في سنة 2014 تهدف المجلة الى تنشيط حركة البحث العلميّ، النهوض بواقع البحث في مجال الإعلام والإتصال بكافة فروعه و توفير جودة عالية لقُرَّائها. تعنى المجلة بنشر البحوث و الدراسات الأصيلة في كافة مجالات الإعلام والإتصال منها وسائل الإعلام و المجتمع، الإتصال التنظيمي،العلاقات العامة، السيميولوجيا ،الصحافة العلمية، الإذاعة التلفزيون ووسائل الإتصال الحديثة، جيوسياسية وسائل الإعلام، دراسات النوع في علوم الإعلام و الاتصال ،ستهدف المجلة طلبة الدراسات العليا،و توجه للأساتذة وجميع الباحثين في حقل علوم الإعلام والإتصال ،تشرف على المجلة هيئة علمية من مختلف المؤسسات الجامعية الوطنية و الدولية ، تستقبل المجلة البحوث والدراسات الأصيلة ذات الطابع الامبريقي و النوعي التحليلي باللغة العربية الفرنسية و الانجليزية.

The Communication of Proximity and Change Management Strategy

الملخص: The communication of proximity becomes a change management strategy and a way of solving problems in all fields. It is also a method of awareness to avoid falling into problems and crisis. This is more evident in its adoption as a strategy not only in the media, but also in all areas of security, culture, sports, political mobilization and electoral campaigns. It was even difficult to contain Ghardaia crisis outside its environment away from the local community, the communication of proximity starts from knowing the reasons and listening to the local people. لأنه من الصعب احتواء الأزمات خارج جواريتها بعيدا عن المجتمع المحلي بكل مقوماته وخصوصياته فقد تبنت بعض الأطراف في أزمة غرداية الاتصال الجواري كاستراتيجية لتهدئة الأحداث التي دامت من 2013 إلى 2015، هذه الدراسة تبن النتائج التي خلصت إليها ممارسة الاتصال الجواري برغم عدم تعميمها في الزمان والمكان، وإبراز دور الاتصال الجواري كإستراتيجية للتغيير، وكيف أصبح منهجا للتوعية والتحسيس قصد تجنب الوقوع في المشاكل والأزمات، ويبرز ذلك أكثر في الصراعات العرقية والطائفية، أين يمكن تبنيه ليس فقط كإستراتيجية في وسائل الإعلام بل وفي جميع المجالات الأمنية والثقافية والرياضية، وحتى في الجانب السياسي بفضل خصائصه التي جعلته فعالا في التغيير الاجتماعي.

الملخص: ملخص: تتناول هذه الورقة البحثية موضوع الاتصال غير الرسمي الذي يتم بين الأساتذة في المؤسسات التربوية وبين أولياء التلاميذ، ونهدف من وراء إجرائنا لهذه الدراسة إلى التعرف والكشف عن الدور الذي يلعبه هذا الاتصال غير الرسمي في إرساء وترسيخ عادات وسلوكيات اتصالية داخل المؤسسات التربوية ببلدية" الطاهير" في ولاية جيجل والتي من شأنها المساهمة في تشكيل الثقافة الاتصالية لهذه المؤسسات. كما نهدف أيضا للتعرف على الكيفية التي يتم بها هذا النمط الاتصالي غير الرسمي، كذلك نسعى للتعرف على اتجاهات الأساتذة نحو هذا النمط الاتصالي ومضامينه، بالإضافة إلى أننا نهدف إلى الكشف عن طبيعة المواضيع التي يتم التطرق لها ومعالجتها من خلال هذه العملية الاتصالية، وقد اعتمدنا لإجراء هذه الدراسة على المنهج الوصفي، وقد توصلت الدراسة إلى أن مفردات العينة يعتبرون الاتصال غير الرسمي بينهم وبين أولياء التلاميذ سلوكا إيجابيا من طرف أولياء التلاميذ، ويؤكدون على ضرورة تدعيمه وتعزيزه وجعله تقليدا اتصاليا ثابتا وعنصرا مهما من عناصر الثقافة الاتصالية للمؤسسة التربوية. Abstract: This research paper deals with the topic of informal communication between teachers in educational institutions and parents of students, and we aim to conduct this study to identify and reveal the role that this informal communication plays in establishing and establishing communication habits and behaviors within the educational institutions in the municipality of Al-Tahir in the state of Jijel It would contribute to shaping the communication culture of these institutions. We also aim to know how this informal communication style is carried out, as well as we seek to identify the attitudes of teachers towards this communication style and its implications, in addition to that we aim to reveal the nature of the topics that are addressed and addressed through this communication process that. We adopted to conduct this study on the descriptive approach, the study found that the vocabulary of the sample consider the informal contact between them and the parents of the students a positive behavior on the part of the parents of the students, and stress the necessity of strengthening and strengthening it and It made it a steady communication tradition and an important component of the educational culture of the educational institution.

Consolidating the Principle of the Right to Environmental Information: An Analytical Study of International Laws and National Legislations

الملخص: The aim of the study revolves around the legal establishment of the principle of the right to environmental information through exposure to the various public and private legal texts at the international and national levels, which will be described and analyzed in order to know the evolvement of this right and the suitability of its legislation with the reality of its practice so to extract the most important mechanisms for its embodiment. Thus, this study focuses on a careful examination of the various articles of international law in the field of environmental protection, whether they are texts or declaration documents for Earth Summit Conferences or articles in international framework agreements on environmental protection or documents for regional efforts, especially at the European level or the articles of agreements devoted to enshrining the principle of the right to environmental information, or the analysis of the texts and articles contained in the national law of some countries. French and Algerian laws will be analyzed so to extract the most important legal frameworks at the international and national levels which enable us to assess the adequacy of public and private legal legislation to exercise this right in French and Algerian laws. يتمحور هدف الدراسة في التأصيل القانوني لمبدأ الحق في الإعلام البيئي من خلال التعرض لمختلف النصوص القانونية العامة والخاصة على المستويين الدولي والوطني وصفا وتحليلا من أجل معرفة تطور هذا الحق ومدى ملاءمة تشريعاته مع واقع ممارسته واستخلاص أهم آليات تجسيده. تركز هذه الدراسة على فحص دقيق لمختلف مواد القانون الدولي في مجال حماية البيئة سواء كانت نصوصا أو وثائق إعلان لمؤتمرات قمم الأرض أو مواد في اتفاقيات دولية إطارية بشأن حماية البيئة أو وثائق لجهود الإقليمية، خاصة على المستوى الأوروبي أو مواد الاتفاقيات المخصصة لتكريس مبدأ الحق في الإعلام البيئي، أو تحليل ما جاء من نصوص ومواد في القانون الداخلي لبعض الدول وسوف نخص تحليل القانونين الفرنسي والجزائري، ثم استخلاص أهم الأطر القانونية على المستويين الدولي والوطني والتي تقودنا لتقييم مدى ملاءمة التشريعات القانونية العامة والخاصة لممارسة هذا الحق ومدى كفايتها خاصة في حالتي القانون الفرنسي والجزائري.

الملخص: تهدف الدراسة إلى التعرف على ماهية التعليم المفتوح والموارد التعليمية المفتوحة، والتعرف على المنصات التعليمية الالكترونية مفهومها، مميزاتها وأنواعها، مع التركيز على منصة رواق كأحد المنصات الالكترونية العربية للتعليم المفتوح، والتي تهتم بتقديم مواد دراسية أكاديمية مجانية باللغة العربية في شتى المجالات والتخصصات يقدمها أكاديميون من مختلف أرجاء العالم العربي بهدف تحقيق تجربة الكترونية عالية الجودة تساعد على تسهيل إنجاز العملية التعليمية بطريقة فعالة، إضافة إلى إثراء المحتوى التعليمي الالكتروني العربي. The study aims to identify what open education and open educational resources are, and to identify electronic educational platforms, their concept, features and types, with a focus on the Riwaq platform as one of the Arab electronic platforms for open education, which is concerned with providing free academic study materials in the Arabic language in various fields and disciplines provided by academics from various parts of the Arab world with the aim of achieving a high-quality electronic experience that helps facilitate the completion of the educational process in an effective manner, in addition to enriching the arabic electronic educational content.

Déconstruction de la désinformation dans la twittosphère par le porte-parole du gouvernement congolais : une étude netnographique

Résumé: La présente étude propose d’explorer l’approche communicationnelle de l’actuel ministre de la Communication et Médias et porte-parole du gouvernement congolais dans la déconstruction de la désinformation numérique, essentiellement sur Twitter. Nous avons fait appel à la netnographie afin d’observer ses actes de communication et ses interactions avec les citoyens congolais actifs au sein de sa communauté virtuelle, dans la twittosphère congolaise. Dans ce sens, l’immersion au sein de sa communauté virtuelle, nous a permis de faire une analyse de contenu d’un corpus constitué de publications extraites du compte officiel Twitter du porte-Parole du gouvernement congolais et celui du Ministère de la Communication et Médias, mais aussi des réactions des abonnés ou followers se présentant sous forme de commentaires issus de chaque publication.

الملخص: نهدف من خلال هذا المقال إلى إبراز كيفية تحول الصحافة الإلكترونية إلى وسيط إعلامي جماهيري تفاعلي مكن الأفراد والمؤسسات من إرسال واستقبال المعلومات بشكل غير مسبوق، إذ تعد الخصائص التي تسم الصحافة الإلكترونية بمثابة المعالم المميزة للنشر على شبكة الانترنت، ولذلك فإن نجاح الإصدارات الصحفية على شبكة الانترنت يقتضي فهم هذه الخصائص، والعمل على الإفادة الوظيفية منها، لتقديم نمط اتصالي جديد يتناسب مع طبيعة النشر الإلكتروني. لكن التطور الأكثر موضوعية للصحيفة الإلكترونية لا يعني مجرد النظر إليه من زاوية التحول في الوسيلة الناقلة للمادة الاتصالية، فثمة تغيرات تحدث وتؤثر على كافة أطراف العملية الاتصالية، فالإرسال يتم عبر الشبكات، والرسائل تصاغ وفق مفهوم النص الفائق، وعلى مستوى العلاقة مع الجمهور ظهر مفهوم التفاعلية وتبادل الأدوار بين المرسل والمستقبل، وعلى مستوى البيئة الاتصالية كسرت ثورة المعلومات حواجز المكان والزمان واللغات والثقافات. Abstract: This research paper aims to present how electronic journalism has become a mass media medium. The characteristics of E-journalism are varied to be the Features of online publishing. So The success of press releases on the Internet requires understanding these characteristics, And to work on the functional benefit of them; to provide a new communication style commensurate with the modern nature of electronic publishing. But the most objective development of the electronic newspaper does not mean just looking at the transformation in the means of the communication material transmission, there are changes that occur and affect all parties to the communication process.
