الملخص

The Responsibility to Protect is a principle born from a desire to protect the world’s most vulnerable communities and populations from the most heinous international crimes: genocide, war crimes, ethnic cleansing and crimes against humanity. The responsibility to protect is a new concept of international humanitarian law creates the initiative of the International Commission on Intervention and State Sovereignty (ICISS), This doctrine has made the protection requirements of the obligation on the national state, the are shortened or was unable or unwilling protection responsibilities moved to the international community, which has an obligation to provide the protection required under the UN. but the right to humanitarian intervention raised many doubts, in particular amongst governments and analysts from Southern countries. Is it an idealistic idea designed to help the unprotected communities of the world? Or is it simply another theory from a practical application created by well-intended academics?
