معوقات استخدام الإحصاءات في الدراسات الجنائية والإجتماعية في الدول العربية .

الملخص
هدف المقال إلى تبيان معوقات استخدام الإحصاءات الجنائية والإجتماعية في الدول العربية. وتأسيسا على ذلك يطرح هذا المقال التساؤلات الرئيسة التالية: هل تتوفر هذه الإحصاءات الكفيلة باجراء البحوث والدراسات الجنائية والإجتماعية في الدول العربية؟، ومدى أهمية استخدام هذه الإحصاءات في تنفيذ هذه البحوث؟، وهل استخدامات الإحصاء في معالجة البيانات الإحصائية سليم ويمكن الإعتماد على نتائجه. وقد خلص المقال إلى أنه رغم أهمية الإحصاءات الجنائية في وضع الخطط والإستراتيجيات للحد من الجرائم، إلا أن هناك صعوبة في الحصول على احصاءات جنائية متكاملة في الدول العربة، نتيجة اختلاف اساليب جمع البيانات الجنائية من دولة إلى أخري، ونتيجة اختلاف التعاريف للسلوك الإجرامي بين الدول العربية. كما أن الدراسات والبحوث العربية المنجزة سواء من قبل الباحثين أو طلاب الجامعات استكمالا لمتطلبات درجة الماجستير( أو الماستر) أو الدكتوراه تعاني في العديد منها من سوء توظيف الأساليب الإحصائية، ومن ثم يصعب الإعتماد على نتائجها. The article aims to identify the obstacles that limit the use of statistics in the criminal and social studies in the Arabic countries. As a result, this article tries to explore the following questions: are there available official statistical data that can help us to caryout these criminal and social studies in the Arabic countries?, what is the importance of these statistics for executing these researches and studies?, is there any statistical abuse in dealing with these criminal and social studies?, and can we depende on its findings?. The article concludes that despite the importance of these statistics in laying down programs and strategies for reducing the rate of crimes, there are still major difficulties for obtaining a sufficient and complete criminal statistics, due to the different methods of criminal data collection, as well as to the different definitions of criminal behavior among the arab countries. In addition, most researches and studies, that were carried out by researchers and students in partial fulfillment of the requirements for their degrees of master or doctorate, are usually characterized by many statistical errors. Thus, generalization about crime trends based on such findings may not be accurate.
