الإرهاب النووي وآليات مجابهته على المستويين الدولي والوطني Nuclear Terrorism And Its Response Mechanisms At The International And National Levels

الملخص
أصبح الإرهاب النووي قضية جادة وحساسة تواجه المجتمع الدولي كتهديد خطير لا يعترف بالحدود، ويتم التخطيط له مسبقا ليلحق بالبشرية الدمار الشامل، ويزعزع الاستقرار الدولي والسلم العالمي، خاصة وأن أحداث الحادي عشر سبتمبر 2001 بينت مستوى التنظيم الجديد والمحكم لدى الجماعات الإرهابية في تنفيذ عملياتها الانتحارية، الأمر الذي جعل المجموعة الدولية تعيد مراجعة وتقييم هذا التهديد الخطير، ولمنع حدوثه؛ فإن الأمر جدي، يتطلب أساليب وأبعاد جديدة تحمل طابع التحدي لحماية الأمن النووي على كافة المستويات الدولية والإقليمية والوطنية، حيث يتم الاتجاه نحو المزيد من مضاعفة التدابير الاحترازية، والتشديد على الإجراءات الأمنية على المواد والمرافق النووية، مع تكثيف التعاون والتنسيق الأمني بين الدول لتضييق الخناق على الجماعات الإرهابية التي تسعى للحصول على أسلحة أو مواد نووية أو إشعاعية، واستخدامها في عمليات الانتحار والموت، ونشر الذعر والدمار على نطاق واسع. Nuclear terrorism has become a serious and sensitive issue facing the international community as a serious threat that does not recognize borders, and is being planned in advance to cause mass destruction to humanity, and destabilize international stability and world peace, especially since the events of September 11, 2001 demonstrated the level of the new and tight organization of terrorist groups in carrying out their suicide operations, What made the international community re-review and evaluate this serious threat, and to prevent it from occurring; the matter is serious, requiring new methods and dimensions that bear the challenge of protecting nuclear security at all international, regional and national levels, where more Double the precautionary measures, emphasize security measures on nuclear materials and facilities, and intensify security cooperation and coordination between countries to tighten the noose on terrorist groups seeking nuclear or radiological weapons or materials, and use them in suicide and death operations, and spread panic and destruction on a large scale.
