الجهود و المبادرات الإقليمية و الدولية الرامية لتحقيق الأمن و التنمية داخل إفريقيا

الملخص
ملخص إن تعاقب الأحداث السريعة و المتتالية التي مرت بها قارة إفريقيا في القرون الأخيرة الماضية و التي كانت في مجملها تتمثل في انتشار اللاأمن في أغلب مناطق إفريقيا جراء الإستعمار و الأيادي الخارجية التي مست بأمن منطقة إفريقيا وكل هذه الأمور لها مردودها على المستوى الكلي لعملية التنمية لتلازم هذان العنصران فأي خلل بأحدهما ينعكس سلبا على الأخر و أي استقرار أو تطور فيهما ينعكس إيجابا على العنصر الأخر . ولتكامل التنمية و الأمن وفقا لمفهوم الشامل للتنمية المتوازنة و المتوازية و المستدامة تحتاج إلى جهود و مبادرات محلية إقليمية رامية لتحقيق الأمن و التنمية داخل منطقة إفريقيا تتمثل في الاتحاد الإفريقي والمجموعة الاقتصادية لدول غرب إفريقيا(الإكواس) والتي تعتبر منظمة سياسية وإتحاد إقتصادي إقليمي يهدف إلى التنمية في منطقة غرب إفريقيا ، وكذا الشراكة الجديدة لتنمية إفريقيا التي يطلق عليها (النيباد) ، و جامعة الدول العربية التي تظم بعض دول إفريقيا وكما تحتاج إفريقيا إلى مبادرات وجهود دولية تسعى لتحقيق التنمية و الأمن كمبادرات الأمم المتحدة و الإتحاد الأوربي . الكلمات المفتاحية :التنمية و الأمن، منطقة إفريقيا ،الإكواس ، النيباد . Abstract : The succession of rapid and successive events that the continent of Africa has experienced in the last few centuries which was in its entirety was represented by the spread of insecurity in most regions of Africa as a result of colonialism and the foreign hands that secure the African region all of these matters have repercussions on the overall level of the development process these two elements are inseparable in any defect in one of them that reflects negatively on the other and any stability or development in them will reflect positively on the other . In order to intergrate development and security in accordance with the comprehensive concept of balanced paralle and sustainable development local and regional efforts and iniatives are needed to achieve security and development within the Africa region represented by the African union which among the most important objectives of its basic institutions is to accelerate and facilitate the political social and economic integration of the continent and the economic community of west African states (ECOWAS) which is considered a political organization and a regional economic union aimed at development in the west African region as well as the new partnership for the development of African called (NEPAD) or (initiative for human development NEPAD) and the league of Arab states which includes some African countries and as Africa needs to international initiatives and efforts that seek to achieve development and security such as the initiatives of the united nations and the european union.
