النــفقـــات العـامة من الناحية القانونية وآثــارها الإقتصادية في سلطنة عمان

الملخص
الملخص: تناول الباحث موضوع النــفقـــات العـامة وآثــارها الاقتصادية معتمداً على المنهج الإستقرائي والوصفي للأحداث الناتجة عن آثار النفقات العامة في سلطنة عمان، حيث قسم بحثه إلى ثلاثة فصول وهي على النحو التالي الفصل التمهيدي تحت عنوان "ماهية النفقات العامة" كفصل إستهلالي، وقد قسمه الباحث إلى أربعة مباحث، المبحث الأول: مفهوم النفقات العامة، والمبحث الثاني: أشكال وتقسيمات النفقات العامة، والمبحث الثالث: ضوابط النفقات العامة، المبحث الرابع: حجم النفقات العامة. بينما تناول الفصل الأول: "قانونية ومشروعية النفقات العامة وفق التشريع العُماني" الذي تم تقسيمه إلى ثلاثة مباحث، وهي: المبحث الأول: الأساس القانوني للنفقات العامة، المبحث الثاني: التنظيم القانوني للنفقات العامة، المبحث الثالث: النفقات العامة لسلطنة عُمان وفق دليل الموازنة العامة للدولة عام ٢٠٢٢، في حين تطرق الباحث في الفصل الثاني إلى: "الاثار الاقتصادية للنفقات العامة" والذي قسمه أيضاً إلى ثلاثة مباحث تناول المبحث الأول: دور النفقات في الاقتصاد، وتناول المبحث الثاني: الاثار الاقتصادية المباشرة، وقد تطرق المبحث الثالث إلى: الاثار الاقتصادية الغير مباشرة، هذا وقد إختتم الباحث بحثه بخاتمة ثم بأهم النتائج والتوصيات. Abstract: The researcher dealt with the subject of public expenditures and their economic effects, relying on the inductive and descriptive approach of the events resulting from the effects of public expenditures in the Sultanate of Oman. The first topic: the concept of public expenditures, the second topic: the forms and divisions of public expenditures, the third topic: public expenditure controls, the fourth topic: the size of public expenditures. While the first chapter dealt with: "The legality and legality of public expenditures according to the Omani legislation", which was divided into three topics, namely: The first topic: the legal basis for public expenditures, the second topic: the legal regulation of public expenditures, the third topic: Public expenditures of the Sultanate of Oman according to the general budget guide For the state in 2022, while the researcher touched in the second chapter on: “the economic effects of public expenditures,” which he also divided into three topics. The first topic dealt with: the role of expenditures in the economy, and the second topic dealt with: direct economic effects. Indirect, the researcher concluded his research with a conclusion and then with the most important findings and recommendations.
