الملخص

إن ظاهرة التدخل الإنساني ليست جديدة في العلاقات الدولية، لكنها أصبحت بارزة بصورة رئيسية في عالم ما بعد الحرب الباردة، فقد عملت التحولات التي شهدها النظام الدولي أثر انهيار الاتحاد السوفياتي، وانتشار النزاعات الداخلية في الكثير من الدول.على إبراز شكل جديد من التدخل يتم تحت مسوغ الدفاع عن حقوق الإنسان وحماية الأقليات وتقديم المساعدات الإنسانية، تحاول دراستنا هذه البحث في عن مشروعية التدخل الإنساني من خلال التطرق إليه كفكرة وكواقع كفلته المواثيق الدولية ومدى شرعيته من خلال دراسة أزمة رواندا والتدخل الدولي فيها. The phenomenon of humanitarian intervention is not new in international relations, but has become mainly prominent in the world's cold war,The transformations of the international system have worked after the collapse of the Soviet Union and the proliferation of internalities in many countries. Highlighting a new form of intervention is under way to defend human rights, protect minorities and provide humanitarian assistance,Our study is trying to research on the legitimacy of humanitarian intervention by addressing him as an idea and the acquisition of international charters and its legitimacy by studying the Rwanda crisis and international intervention.
