الملخص
تعد هذه المقالة بمثابة مدخل نظري تأسيسي جديد لفهم تاريخ بنية الدولة العراقية والسلطة السياسية فيها، ويتخذ من راهنية المشهد السياسي العراقي الذي تبلور بعد عام 2003 مدخلاً لفهم تلك البنية والسلطة عبر مراجعة سائر الحقب والمراحل السياسية والاجتماعية في العراق . إن هذه المقالة تقدم منظوراً اجتماعياً يستند على اطروحات المفكرين حنا بطاطو ومتعب مناف عبر دمج ومقاربة ومقارنة اطروحاتهما في ظل ما اصطلح عليه بـ(المؤارخة) او معابرة التأليف، والذي سيكون بمثابة المنهجية المعتمدة. وهذه المقالة تتوخى الاجابة عن أشكاليات عدة تتصل بجدلية العلاقة تاريخياً بين المجتمع والدولة من جهة والمجتمع والسلطة السياسية من جهة أخرى، فضلاً عن أشكاليات القهر السياسي المستمر من جهة الدولة قبالة العصبويات الاجتماعية الدافعة له من جهة المجتمع، محاولاً الوقوف كذلك على اشكالية التوظيف السياسي المستمر للثروة والتصارع الاجتماعي عليها تحت شتى الذرائع بين المجتمع والدولة. This article is a new foundational theoretical approach to understanding the history of the structure of the Iraqi state and the political power in it. This article presents a social perspective based on the theses of thinkers Hanna Batatu and Miteb Manaf by merging, approaching and comparing their theses in light of what has been termed (Inner history) or the expression of authorship, which will be the adopted methodology. This article seeks to answer several problems related to the dialectic of the historical relationship between society and the state on the one hand, and society and political power on the other hand, as well as the problems of continuous political oppression on the one hand, on the one hand, against the social fanaticism that drives it from the side of society, trying also to stand on the problem of the continuous political exploitation of wealth. And social struggle over them under various pretexts between society and the state.
