أثر معوقات الاستثمار السياحي على التنمية الاقتصادية دراسة حالة قطاع غزة

الملخص
ملخص: عُنيت هذه الدراسة بالاستثمار السياحي ومحفزاته بقطاع غزة، وإظهار العراقيل والمشاكل التي تحدّ من الاستثمار في السياحة، وسعت لتقديم حلول ومقترحات من شأنها أن تضيق الفجوة الاستثمارية للسياحة. استخدمت الدراسة المنهج الوصفي التحليلي، وتمثل مجتمع الدراسة في مؤسسات الاستثمار السياحي المرخّصة في قطاع غزة، بينما عينة الدراسة من الطبقة الإدارية العليا أو الوسطى في هذه المؤسسات والتي بلغ عددها (123)، واستخدمت الاستبانة كأداة قياس. أظهرت الدراسة أن هناك أثر ذو دلالة إحصائية متوسطة عكسية بين معوقات الاستثمار السياحي المتمثلة في المعوقات الإدارية والقانونية، الاقتصادية، السياسية، والاجتماعية والثقافية، والتنمية الاقتصادية في قطاع غزة. وأظهرت النتائج أن البنية التحتية في قطاع غزة غير مشجعة على الاستثمار السياحي، بينما اعتبرت المعوقات السياسية هي الأكثر تأثيراً على هذه الاستثمارات، والمعوقات الإدارية والقانونية هي الأقل تأثيراً. أوصت الدراسة بضرورة وجود خطة استراتيجية شاملة لتنمية السياحة، وتحديث القوانين المتعلقة بالسياحة، واستقطاب التجارب السياحية الناجحة، وإيجاد طرق وآليات بنّاءة لتشجيع الاستثمار المحلي والأجنبي في مجال السياحة، والإسراع في إتمام المصالحة الفلسطينية وإعادة إعمار ما دمرته الحروب في قطاع غزة. Abstract: This study is concerned with tourism investment and its incentives in the Gaza Strip, and showing the obstacles and problems that hinder investment in tourism, the study sought to presented solutions and proposals that can Narrowing the investment Gap in tourism The descriptive analytical approach used for this study, the study population was represented by licensed tourism investment institutions in the Gaza Strip, while the study sample was the upper or middle administrative class in these institutions, which reached (123), and the questionnaire was used as a measurement tool. The study shows that there is middle reversing statistical significance between the obstacles of tourism investment represented in the administrative, legal, economic, political, cultural, and economic development in the Gaza Strip. The results showed that the infrastructure in the Gaza Strip is not conducive to tourism investment, while the political obstacles were considered the most affecting these investments, and the administrative and legal obstacles were the least effective. The study recommended the necessity of a strategic plan for developing tourism, updating laws related to tourism, attracting successful tourism experiences, finding constructive methods and mechanisms to encourage local and foreign investment for tourism, and expediting the completion of Palestinian reconciliation and the reconstruction of what the wars have destroyed in the Gaza Strip.
