A biannual peer reviewed academic non-profit and open access journal, published by Linguistic Research Unit and Arabic Language Issues in Algeria, affiliated to the Centre for Scientific and Technical Research for the Development of Arabic language, which publishes research and articles in various language sciences and issues in three languages: Arabic, English and French. The Journal has been published in paper form regularly according to a specific schedule since its foundation in 2020. جهود محمد البشير الإبراهيمي في تعريب التعليم في الجزائر

الملخص: تهدف هذه الورقة البحثية إلى الكشف عن واقع تعريب التعليم في الجزائر من خلال جهود الشيخ محمد البشير الإبراهيمي بعد الاستقلال؛ كون التعليم قبل هذه المرحلة كان فرنسيا، وقد استطاعت جمعية العلماء المسلمين الجزائريين عبر شعارها (الإسلام ديننا، العربية لغتنا، الجزائر وطننا) أن ترسم سبيلا واضحا لتعريب التعليم في أطواره المتعددة. اعتمدت في إنجاز هذا البحث على المنهج التحليلي الوصفي المناسب لطبيعة الموضوع الذي يقوم بوصف التعليم في الجزائر في مرحلة ما بعد الاستقلال عبر جهود البشير الإبراهيمي، الذي استطاع أن يعطي صورة شاملة عن تعريب التعليم، والذي لا يمكن أن يكتمل -برأيه-إلا بتعريب الأخلاق والعادات والتقاليد، وهو التعريب الشامل الكلي الذي يمس الثقافة، أما التعريب الجزئي فيمكن حصره في تعريب الألسنة والأقلام This paper aims to reveal the reality of the Arabization of education in Algeria through the efforts of Sheikh Mohamed Bachir El-Ibrahimi after independence; The fact that education before this stage was French, and the Association of Algerian Muslim Scholars was able, through its slogan (Islam is our religion, Arabic is our language, Algeria is our homeland) to draw a clear way to Arabize education in its various phases. In the completion of this research, I relied on the analytical descriptive approach appropriate to the nature of the subject, which describes education in Algeria in the post-independence stage through the efforts of Bachir El-Ibrahimi, who was able to give a comprehensive picture of the Arabization of education, which cannot be completed - in his opinion - except by the Arabization of morals and customs. And traditions, which is the comprehensive and total Arabization that touches culture, while partial Arabization can be limited to the Arabization of tongues and pens.

الملخص: ملخص: جاء مشروع التعريب في العالم العربي في محاولة لمعالجة أحد آثار سياسة التغريب التي انتهجها الاستعمار ، وتعد الجزائر إحدى الدول التي تبنت سياسة التعريب منذ حصولها على الاستقلال، وسنت القوانين ووضعت المخططات لإنجاح هذا المشروع، ويعد التعريب التام لسلك القضاء أبرز ثمار العملية في الواقع، وإذا كانت الجزائر قد عاشت ثنائية لغوية بين العربية والفرنسية بعد نيل الاستقلال لم تجد مفرا منها، فإن مشروع التعريب لم يتوقف، فكانت تنفق الأموال وتبذل الجهود في سبيل زرع الحياة فيه ، ويتم السعي لتجاوز العقبات والتغلب على الصعاب، وإن تكن هذه التجربة لم تصل إلى كل الأهداف التي سطرت لها، فإنها تجربة تملك من الجوانب الإيجابية ما يستحق الثناء والتشجيع، وفي هذا البحث نتساءل عن عوائق التعريب اللسانية في الجزائر، وأسبابه الحقيقية، ونهدف إلى أخذ صورة جلية عن دور اللغة العربية في دفع عجلة التعريب في الجزائر أو عرقلتها من خلال بحث موسوم بـ: "العوائق اللسانية لمشروع التعريب في الجزائر". Abstract : The Arabization project in the Arab world came in an attempt to address one of the effects of the Westernization policy pursued by colonialism. Algeria is one of the countries that has adopted the Arabization policy since gaining independence, and has enacted laws and drawn up plans to make this project a success. The complete Arabization of the judiciary is the most prominent fruit of the process in reality, and if Algeria experienced an inevitable bilingualism between Arabic and French after gaining independence, the Arabization project did not stop. Money was spent and efforts were made to instill life in it, and efforts were made to overcome obstacles and difficulties. Although this experience did not reach all the goals it set out for, it is an experience that has positive aspects that deserve praise and encouragement. In this research, we ask about the obstacles to linguistic Arabization in Algeria, and its real causes, and we aim to take a clear picture of the role of the Arabic language in advancing Arabization in Algeria or obstructing it through research titled: “Linguistic obstacles to the Arabization project in Algeria”.

The Arabization Process in Education after the Independence 1962

Résumé: The linguistic situation in Algeria after the independence was so complicated. With the presences and the dominance of the French language as an antagonist of the Arabic language during the colonization reduces the value and importance of Arabic as the national language of religion, identity and loyalty. Just after the independence, the Algerian national and loyal officials insisted o recovering and regaining the status, identity, and the prestige of the country. The first and the most important decision was returning the Arabic language in its previous position before the coming of the French. Although they imposed the use of Arabic in many domains, by they believed that education guarantees the position and the prestige of the Arabic language. Therefore, this paper presents the steps and the history of Arabization process in Algeria after 1962 through education. It also refers to its goals and the handicaps of such process in the country at that time.

الملخص: ملخص إن التغيرات التي يشهدها العالم في خضم التطورات العلـمية و المعرفـية في ظل نـظام العولمة و تغــيــر الأنظمة السياسية و الاقتصادية و التكنولوجية كان لها الأثر البالغ في تغير خارطة اللغات ، حيث شهدت اللغة الفرنسية تراجعا كبيرا لتحل محلها اللغة الانجليزية نتيجة انقلاب موازين القوى في العالم، إلى جانب هذه التطورات تشهد اللغة العربية تقدما ملحوظا ، و على أمل احتلالها مراتب متقدمة لتصل إلى درجة العالمية تسعى الدول العربية إلى النهوض بها، والجزائر كغيرها من الدول العربية تعمل جاهدة على تعميم استعمالها في شتى المجالات سعيا منها لاستكمال حريتها و القضاء على التبعية اللغوية حفاظا على هويتها الوطنية من جهة، و الاستعداد لمواجهة تطورات العالم و تغيراته تطلعا لمستقبل و مكانة مرموقة بين الدول من جهة ثانية، وجاءت هذه الورقة البحثية لعرض أهم تطورات حركة التعريب في الجزائر، وأهم الصعوبات التي تواجهها؛ ففيما تتمثل هذه العوائق؟ و ما السبل الممكنة لتجاوزها و التصدي لها؟ Abstract The changes that the world is witnessing in the midst of scientific and cognitive developments in light of the globalization system and the change in political, economic and technological systems have had a significant impact on changing the map of languages, as the French language witnessed a significant decline and was replaced by the English language as a result of the reversal of the balance of power in the world, Algeria, is working hard to generalize its use in various fields in an effort to complete its freedom and eliminate linguistic dependency in order to preserve Its national identity on the one hand, and the readiness to face the developments and changes of the world in aspiration for a future. الملخص: ملخص: تهدفُ هذه الورقة البحثيّة إلى الحديث عن ظاهرة تعريب المصطلح اللّساني، والتّطرّق لمفهومه وأهميّتة ومجموعة العوائق الّتي تُصاحبه، للتّوصل قدر الإمكان إلى بعض النّتائج والحلول. فالمصطلح عامّة هو مفتاح العلوم وأساسها، وبخاصّة المصطلح اللّساني الّذي يعدّ محور الدّرس اللّساني الحديث والمعاصر. إذ وقع اختيارنا على المنجز التّأليفي لعبد السّلام المسدّي " كتاب قاموس اللّسانيّات مع مقدّمة في علم المصطلح لعبد السّلام المسدّي." الّذي يحمل محاولة جادّة في تلقي الدّرس اللّساني الغربي الحديث، محاولًا تأصيله في البحث اللّغوي العربي من خلال عدّة أسس وطرائق وضع المصطلح مركّزين في ذلك على آلية التّعريب. الّتي لها دور بارز في دعم الدّرس اللّغوي. Abstract:The most important of this research phenomenon is to talk about the phenomenon of defining the term linguistics, and to address its concept and the importance of the obstacles that accompany it, in order to reach a greater extent to some results and solutions. General terminology is the key and foundation of science, especially the term linguistics, which is the focus of modern and contemporary linguistics studies. الملخص: فرض الواقع اللغوي إبان استقلال الجزائر تبني سياسة لغوية تعيد للعربية سيادتها، فرغم اختلاف التوجهات السياسية، إلا أن خيار استرجاع الهوية اللغوية هو القرار السيادي الذي سارت عليه الدولة، حيث سعت في سياستها اللغوية إلى ترسيم العربية وتعميم استعمالها في التعليم ومؤسسات الدولة، والمحيط، فاتجهت إلى تفعيل مبدأ التعريب. مر تحقيق مبدأ التعريب بمراحل عرفت من القوة والنشاط، كما عرفت مراحل اتسمت بالضعف والتخلف عن سيره، هذا ما يظهر في سير تعريب التعليم الذي عرف مراحل متباينة تبعا للمرجعيات السياسية، والهوياتية، والقومية. الملخص: استوعبت اللغة العربية عبر مسيرتها التاريخية الممتدة من العصر الجاهلي وما تلاه من العصور اللاحقة ألفاظًا غير عربية عبّرت عنها بدوال عربية من رصيدها الكبير، فظهرت حينذاك كلمات عربية جديدة في اشتقاقها، أعجمية في معناها، ومازالت اللغة العربية على حالها إلى يومنا هذا لغة مطواعة بمقدورها استيعاب مدلولات غير عربية، وذلك بفعل عمليتي التعريب والترجمة. وبناءً على ما تقدّم تهدف هذه الدراسة إلى الوقوف على أهمية التعريب ودوره العلمي والحضاري في إغناء اللغة العربية بالمصطلحات الحديثة في شتى المجالات والميادين العلمية والفنية المختلفة، خصوصًا في ظل هذه التحدّيات التي باتت تفرضها العولمة في هذا العصر، وكذلك مع هذا التطوّر التكنولوجي الهائل الذي بات يفرز كثيرًا من المصطلحات الموضوعة للمستحدثات العلمية والصناعية، وتأثير كل هذا على عملية التعريب، إلى غير ذلك من الأمور التي سيكشفها البحث بالدراسة والتحليل. Throughout its historical journey extending from the pre-Islamic era and the subsequent eras that followed, the Arabic language absorbed non-Arabic words that were expressed by Arabic functions from its large reserve. At that time, new Arabic words appeared in their derivation, foreign in their meaning, and the Arabic language remains as it is to this day, a malleable language capable of absorbing Non-Arabic meanings, due to the processes of Arabization and translation. Based on the above, this study aims to highlight the importance of Arabization and its scientific and cultural role in enriching the Arabic language with modern terminology in various fields and various scientific and artistic fields, especially in light of these challenges that have become imposed by globalization in this era, as well as with this tremendous technological development that has become It explains many of the terms used for scientific and industrial innovations, and the impact of all of this on the Arabization process, in addition to other matters that the research will reveal through study and analysis.
