زراعة الأرز في موريتانيا: المعوقات والحلول

الملخص
ملخص البحث: شهد قطاع الزراعة في موريتانيا اهتماما متزايدا من طرف الدولة إيمانا منها بأنه السبيل الأمثل لتحقيق تنمية شاملة ومستدامة، و ذلك نظرا لما تزخر به من موارد متنوعة تعتبر نقط قوة إذا ما استغلت بطريقة عقلانية، لكننا نجد أن هناك جملة من العراقيل والمعوقات التي تقف حجرة عثرة أمام تحقيق الهدف المنشود . ويكتسي موضوع النشاط الزراعي ودوره في التنمية المحلية المستدامة مكانة بالغة الأهمية على مستوى الخطاب السياسي لدى الفاعلين المحليين وكذا على المستوى الأكاديمي لدى الباحثين والدارسين. وتعاني الزراعة في موريتانيا بصفة عامة وزراعة الأرز بصفة خاصة جملة من المشاكل منها ما هو طبيعي "كالجفاف وآثاره السلبية على القطاع الفلاحي" ومنها ما هو غير طبيعي كالتمويل والمشاكل الاجتماعية، التي كانت لها انعكاسات مختلفة على المنطقة كالهجرة وارتفاع البطالة وتدني الدخل وضعف المردودية.... وتأتي المشاكل الطبيعية في مقدمة معوقات زراعة الأرز بالإضافة إلى مشاكل النزاعات العقارية المرتبط بعقلية المجتمع، وقد حالت هذه المشاكل دون تطوير القطاع الزراعي ورفع إنتاجيته. وانطلاقا من ذلك جاءت مشكلة البحث التي تَعْتبر موريتانيا مجالا ترابيا شديد الخصوصية، تعاني فيه الزراعة بشطريها التقليدي والحديث جملة من المعوقات الاقتصادية والاجتماعية ، كما يشكل أرضا خصبة لتحقيق تنمية محلية مستدامة، نظرا لما يزخر به من موارد اقتصادية واجتماعية ومؤهلات طبيعية تحتاج إلى تدبير وإعادة هيكلة وحكامة جيدة . وتنطلق الدراسة من فرضية عامة مفادها أن تحقيق تنمية محلية مستدامة رهين بحل المشاكل التي يعاني منها القطاع الزراعي بصفة عامة وزراعة الأرز بصفة خاصة وتدبير جيد لكل الموارد الاقتصادية. ويهدف البحث إلى إبراز خصائص القطاع الزراعي الحديث في موريتانيا (الأرز) ودوره في التنمية المستدامة في موريتانيا، من خلال رصد أهم المؤهلات والمعيقات و طرح بعض الاقتراحات والتوصيات. الكلمات المفتاحية: الزراعة- زراعة الأرز- التنمية المحلية- التنمية المستدامة Abstract: The Mauritanian agriculture sector has witnessed increasing interest from the State in the belief that it is the best way to achieve comprehensive and sustainable development. This is because of its abundant resources, which are considered to be strengths if exercised rationally. However, there are a number of obstacles and obstacles that stand in the way To achieve the desired goal. The theme of agricultural activity and its role in sustainable local development is of great importance at the level of political discourse among local actors as well as at the academic level among researchers and scholars. Agriculture in Mauritania in general and rice cultivation in particular suffer from a number of problems, including natural ones, such as drought and its negative effects on the agricultural sector, including what is not natural, such as funding and social problems. These have had different repercussions on the region such as migration, high unemployment and low income. .. The natural problems are at the forefront of the obstacles to rice cultivation in addition to the problems of real estate disputes associated with the mentality of the community, and these problems prevented the development of the agricultural sector and raise productivity. The problem of research is that Mauritania is a very private land area in which agriculture suffers from a number of economic and social obstacles. It is fertile ground for sustainable local development because of the abundant economic and social resources and natural resources that need to be managed and restructured. And good governance. The study is based on the general assumption that achieving sustainable local development depends on solving the problems of the agricultural sector in general, rice cultivation in particular and good management of all economic resources. The research aims at highlighting the characteristics of the modern agricultural sector in Mauritania and its role in sustainable development in Mauritania by monitoring the most important qualifications and obstacles and making some suggestions and recommandations.
