التجربة الفرنسية في الشراكة بين القطاع العام والخاص وأهميتها التنموية

الملخص
أخذ موضوع الشراكة بين القطاعين العام والخاص "ppp" في السنوات الأخيرة حيزا كبيرا من اهتمامات الحكومات والمجتمعات في شتى أنحاء العالم,بعد أن تبين أن التنمية تعتمد على الجمع بين دور القطاع العام والخاص في اطار تشاركي يتولى مهمة انشاء وبناء وتشغيل مختلف المشاريع الاستثمارية وترك مجال للدولة للاهتمام بشؤون أخرى. ويتجسد ذلك من خلال التجربة الفرنسية التي قطعت أشواطا متقدمة في مجال الشراكة بين القطاعين, مما أسهم في تحسين الخدمات العمومية وتقليل تكاليف انجازها. الكلمات المفتاحية: الشراكة بين القطاع العام والقطاع الخاص، عقود الشراكة، ترشيد النفقات، التجربة الفرنسية. Abstract : This paper aims to highlight the role played by the partnership between the public and private sectors (PPP) in the completion of infrastructure projects, which are considered a key engine to the wheel of economic development, as well as improving the quality of public service employment of private sector expertise in the completion and operation of the latter, and the ability of properties on financing of projects in partnership with the public sector, and to leave room for the attention of the governments of other affairs. The french from countries that severed advanced runs in the partnership between the two sectors, especially passing the municipal public projects for the benefit of the private sector which has contributed to the improvement of public services and reduce completion costs. Résumé : Le sujet du partenariat public-privé (ppp) a suscité beaucoup d'intérêt de la part des gouvernements et des sociétés du monde entier après qu'il a été démontré que le développement dépend de la combinaison du rôle du secteur public et privé dans un cadre participatif va entreprendre la création, la réalisation et le fonctionnement des différents projets d'investissement et laissé l'Etat s'occupe d'autres affaires, ce qui se reflète dans l'expérience française qui a progressé dans le domaine du partenariat entre les deux secteurs, contribuant à améliorer les services publics et à réduire les coûts d'achèvement.
