الملخص
The position of the mayor was transformed into a strict framework in the French colonial administrative organization in Algeria. The Municipality of Sidi Bel Abbes was represented by the mayor of the municipality of Lucien BELLAT between (1929-1943), the most dangerous of which was the most important of the European settlement centers (Paris Minor), the cradle and headquarters of the foreign army of mercenaries in Algeria, which gave it a liberal, The capital of the world's wines), where she lived politically, socially, economically, and culturally marginalized the Algerian Abbasids, where she was the least educated under the pressure of the settlers to maintain the status quo, and the right-wing forces were keen to maintain their control and impose racist exploitative logic. تحول منصب رئيس البلدية إلى إطار سامي في التنظيم الإداري الاستعماري الفرنسي بالجزائر، وظل ممنوعا على الجزائريين بمن فيهم المجنسين، منحت له صلاحيات واسعة سمحت له بفرض هيمنته على السكان، وتوجيه شؤون البلدية حسب إيديولوجيته ومصالحه الآنية، فتحول بذلك إلى صورة صادقة لعنصرية وتعصب النظام الاستعماري الفرنسي بالجزائر. ومثلت بلدية سيدي بلعباس خلال عهدتي رئيس البلدية (لوسيان بلات) بين (1929-1943)، أخطر نماذجه، باعتبارها أهم مراكز الاستيطان الأوروبي (باريس الصغرى)، ومهد ومقر جيش المرتزقة اللفيف الأجنبي بالجزائر، والذي أضفى عليها طابعا ليبراليا استغلاليا فاشستيا، باعتبارها: (عاصمة الخمور العالمية)، حيث عاشت احتقانا سياسيا، وتفاوتا اجتماعيا، وتباينا اقتصاديا، وتهميشا ثقافيا للعباسيين الجزائريين (الأهالي)، من جهة مثلت مدينة الملاهي والحانات والمقاهي، ومن جهة أخرى كانت الأقل تمدرسا في النطاق الوهراني تحت ضغوط المستوطنين في الحفاظ على الوضع القائم .وحرص القوى المحافظة على استعادة سيطرتها وفرض المنطق العنصري الاستغلالي.
