هجرة الكفاءات العربية نحو البلدان الغربية – الواقع والتحديات –

الملخص
ملخص إن الهجرة من الأوطان الأصلية إلى الأوطان البديلة ليست في جميع حالاتها وليدة الرغبة الذاتية للإنسان، وإنما هي في أغلب حالاتها تحمل معاني القسوة والاضطرار وتنشأ عنها آلام الفرقة والحنين من جهة ومشاكل الاغتراب من جهة أخرى، لكنها مع ذلك تعتبر أحد العوامل المهمة في التقدم الإنساني، وسبباً من أسباب التطور الحضاري بجميع مجالاته العلمية والفنية والأدبية والفكرية، فمن خلالها يتم التقاء الأفكار وتزاوج الثقافات، ونتيجة لها تتعدد الرؤى وتتفاعل الخبرات والتجارب، مما يعد سبباً أساسياً من أسباب النمو الحضاري للأمم والمجتمعات، ومن خلال هذه المعطيات يتضح لنا أهمية بحث هذا الموضوع ودراسته للوقوف على الأبعاد المختلفة التي تحملها هجرة الكفاءات العربية من بلدانهم الأصلية إلى الدول الغربية، وسنحاول هنا التركيز على البعد الاقتصادي لهجرة الكفاءات باعتباره واحداً من الأبعاد المهمة المرتبطة بالهجرة، ودافعاً من دوافعها الأساسية. Abstract The migration from the original homelands to the alternative countries is not in all cases the result of the self-desire of the human being, but in most cases it carries the meanings of cruelty and necessity and creates the pain of division and nostalgia on the one hand and the problems of alienation on the other, but it is nevertheless one of the important factors in human progress, It is one of the causes of cultural development in all its scientific, artistic, literary and intellectual fields through which ideas converge and cultures are intertwined. As a result, there are multiple visions and interaction of experiences and experiences. This is a fundamental cause of the cultural growth of nations and societies. The importance of discussing this subject and studying it to find out the different dimensions of migration of the Arab competencies from their countries of origin to the Western countries, and we will try to focus on the economic dimension of the migration of competencies as one of the important dimensions associated with migration, and motivation of its main motives.
