الملخص
تعتبر التنمية العمرانية دالة التحضر، لكونها تعبر عن حقيقة المجتمع الاقتصادية والاجتماعية والسياسية والتشريعية ، وقد تعددت مشاكل العمران بالجزائر نتيجة للنمو السكاني بسبب ظاهرة النزوح الريفي، لذلك فقد كرست الجزائر جهودها لتحقيق تغيير ارتقائي مخطط للنهوض بالمجتمعات العمرانية من خلال التكامل بين المجهودات الرسمية والشعبية في مسعى تحقيق التنمية الشاملة.
