الملخص

موضوع التعاون اللامركزي بين الجماعات المحلية من المواضيع المستحدثة في الدراسات السياسية والعلاقات الدولية، فلقد شكل هذا النمط من العلاقات اللامركزية التوجه بنية جديدة لسياسات التعاون، تقحم الفواعل المحلية جنبا إلى جنب مع الدولة. فتتجاوز بذلك التحليل الأحادي الدولاتي التمحور وتعويضه بمنطق تحليل شبكي متعدد المراكز والفواعل. يحاول هذا المقال التعمق في معالجة العمليات" الأوروبية - المتوسطية "من منظور علائقي ويسعى بذلك لوضع إحاطة شاملة للكثير من الفواعل المنخرطة في النشاط المتوسطي للتعاون اللامركزي، وذلك من خلال الإشكالية المحورية التي يطرحها، ويبحث في سياقها المتعلق بالكيفية التي تتكرس عبرها مسارات التعاون الإقليمية المتوسطية، الناشئة عن روابط بين فواعل تحت الدولاتية، وما هي أبرز المظاهر التي تنجم عن هذا النمط من التعاون. The theme of decentralized cooperation between local groups is one of the updated themes in the comparative political studies as well as regional studies. From the Mediterranean level, this type of decentralized relations trend has formed new structure for cooperative policies, pushing through the local actors side by side with the state, by which they surpass and exceed the unilateral analysis with its state pivoting, and substituting it by the logic of polycentric network analysis. This article tries to dive deeper into treating the "European-Mediterranean" operations from a relational perspective, and seeks to make a global enclosure of the various actors participating in the Mediterranean activity for the decentralized cooperation. This is done through the axial problematic which is posed and through which it looks for a method to pave paths for Mediterranean regional cooperation, emerging from relations sub-state, besides the basic phenomena issuing from this kind of cooperation.
