المبادئ العامة لتسيير النفايات الصلبة الحضرية في التشريع الجزائري The General Principles Of Urban Solid Waste Management In The Algerian Legislation

الملخص

ان الارتفاع المتزايد لساكنة العالم و مصاحبته بارتفاع ملموس في المستوى المعيشي الناتج عن التقدم الصناعي و الزراعي و نسبة الرفاه الاجتماعي التي عرفتها مختلف مناطق العالم ، دون مراعاة لما خلفه هذا التقدم من تراكمات ناتجة عن مخلفات الصناعة و التجارة و الزراعة و استهلاك الفرد عند التمتع بهذا التطور عبر الاستهلاك المتواصل لمختلف المنتجات وخلال كل المراحل ، ادى الى ظهر و نراكم كميات كبيرة من المخلفات و النفايات خاصة تلك التي لا تقبل التحلل في الطبيعة ، وهي النوع الاكثر صعوبة في التعامل معها من خلال صلابتها و تراكمها و تسببها في تلوث عناصر البيئة الطبيعية ، من أجل ذلك عملت المنظمات الدولية و المجتمع الدولي على سن اتفاقيات و بروتوكولات تعنى بمسألة التخفيف من اثار النفايات على البيئة الامر الذي تم تبنيه من قبل التشريعات الوطنية للدول واصدار مجموعة من النصوص القانونية تتضمن المبادئ الأساسية المتعلقة بالتسيير المستدام للنفيات و حماية البيئة Abstract: The increasing rise of the world's population, accompanied by a significant increase in the standard of living resulting from the industrial and agricultural progress and the social welfare of the different regions of the world, without taking into consideration the progress of the accumulation of the remnants of industry, trade, agriculture and per capita consumption The development through the continuous consumption of various products and during all stages, led to the back and see large quantities of waste and waste, especially those that do not accept decomposition in nature, the most difficult to deal with them through their hardness and accumulation and caused by pollution elements of the environment Selling, for that worked international organizations and the international community to enact conventions and protocols dealing with the issue of mitigation of the effects of waste on the environment, which was adopted by the national legislation of States and to issue a set of legal texts containing the basic principles relating to sustainable to governance waste and environmental protection Which was taken by the Algerian legislator in the framework of the management of waste.
