دور الصحافة في محاربة الفساد: بحث في المعوقات وضمانات النجاح

الملخص

إن التنامي المتزايد للإهتماميْن الدولي والوطني بمحاربة الفساد، لما يمثله من تهديد لأمن واستقرار الدول واقتصادياتها، يستدعي بناء إستراتيجية فعالة لمناهضته. والصحافة لما تمتلكه من إمكانات تأثيرية، تعد مفتاحا أساسيا في أية إستراتيجية، فهي تمارس الرقابة والمساءلة على أنشطة الحكومة والإدارات العامة، وتعمل على إشاعة الشفافية وتعميق إحساس المسؤولين بالمساءلة. ولخطورة الصحافة على فضح الفساد والمفسدين، والتشهير بهم، فإنّ أصحاب القرار والمستفيدين من مناخ الفساد، أثقلوا كاهل الصحافة والصحافيين بمعوقات عدة ومخاطر جمة (تهديد الصحافيين أو اغتيالهم، فرض الرقابة عليهم وعرقلة وصولهم إلى مصادر المعلومات...)، سيحاول المقال عرضها مع أهم محددات تفعيل دور الصحافة وإطلاق إمكانياتها الحقيقية في مواجهة الفساد، مثل ضرورة توسيع هامش الحرية الصحافية، وتوفير الحماية للصحفيين ومصادرهم، وتمكينهم من الوصول إلى المعلومات، وتخصيص جوائز مالية مغرية لتشجيعهم على إجراء التحقيقات الصحافية حول الفساد. كلمات مفتاحية: الصحافة، الفساد، إمكانات الصحافة، معوقات الصحافة. Abstract The press, with its potential of influence, is a key to any strategy. It exercises control and accountability for the activities of the government and public administrations, promotes transparency and deepens accountability. The press has the power to expose and corrupt corruption and corrupt people. The decision-makers and the beneficiaries of the climate of corruption have burdened the press and journalists with many obstacles and dangers (the threat or assassination of journalists, censorship and obstruction of access to information sources ...).
