قراءة في العلاقات الجزائرية الأوروبية من خلال القنصل شارل فيليب فاليير

الملخص
تعتبر العلاقات الجزائرية الفرنسية خلال العهد العثماني أهم المحطات التاريخية الدبلوماسية التي مرت بها الجزائر خلال فترة مزدهرة و متدبدبة مرت بها عبر تريخها. لقد كتب عن هذه العلاقات الكثير من الرحلات و القناصل الذين زاروا الجزائر مما أثار انتباهي هو ما دونه القنصل الفرنسي شارل فيليب فالبير خاصة و ان بدأت تتفوق نوعا ما عن الضفة الشمالية للبحر المتوسط بدأت تتفوق عن الضفة الجنوبية منه . ان ملاحظات القنصل الفرنسي الذي مثل بلاده في الجزائر في 1791-1796 في خلال مذكراته الجزائر في 1781 - L’Algerie en 1781- و الذي حققه لوسيان شايو Lucien Chaillou من خلال جمعه لوثائق خاصة بالقنصل الفرنسي و الذي اندهشت في المعلومات التي خلفها القنصل حيث تحدث عن العلاقات الجزائرية الاوروبية عامة من خلال الحرب و السلام بين الجزائر و هذه الدول حسب كل فترة تاريخية مرت بها خلال العهد العثماني حيث ذكر قوة الجزائر آنذاك فقد سعت هذه الدول الى عقد اتفاقيات و معاهدات سلام خشية من غضب الجزائر منها غفد سعت كل من انجلترا الدانمارك السويد جمهورية البندقية ....الى عقد معاهدات سلام حتى تتقرب اكثر فاكثر من الجزائر في المقابل من خلال مذكرات فيليب فاليير فان العلاقات الجزائرية الفرنسية شهدت تدبدبا خلال العهد العثماني فتارة يسودها السلام و التقارب و اخرى التنافس و الحرب نظرا للاختلاف حول مصالح كل دولة خاصة بعد الانتصارات التي حققتها فرنسا داخل اوروبا فأصبحت قوة اوروبية كبيرة و لابد ان تكون لها مكانة سيادية في البحر المتوسط . ان القنصل الفرنسي فاليير وصف كل ما جرى بين الجزائر و فرنسا و كيف عملت هذه الاخيرة على ابعاد كل القوى الاوروبية عن الجزائر و محاولة التقرب لوحدها من ايالة الجزائر . Reading in Algerian-European Relations through Consul Charles Philippe Valier Abstract: The relations between Algeria and France during the Ottoman era are the most important historical and diplomatic stations that Algeria has experienced during a prosperous and tumultuous period. These relations received the attention of many of the trips and consuls who visited Algeria, and which attracted my attention is what the French Consul Charles Philippe Valbert mentioned, especially. As soon as it started to excel somewhat on the northern bank of the Mediterranean, it began to outperform the southern bank of it. The remarks of the French Consul, who represented his country in Algeria in 1791-1796, in his memoirs of Algeria in 1781 - L'Algerie en 1781 - achieved by Lucien Chaillou through his collection of documents of the French consul who was astonished at the information left by the consul on the Algerian-European relations, in general through the war and peace between Algeria and these countries according to each historical period passed during the Ottoman era, where he mentioned the power of Algeria at the time. They sought to conclude agreements and peace treaties for fear of the Algeria anger. These countries included England, Sweden and the Republic of Venice ... to the holding of peace treaties so as to establish more and more close relations with Algeria. On the other hand, through the memoirs of Philippe Valleier, the Algerian-French relations witnessed a period of peace and rapprochement during the Ottoman era, in which peace, rapprochement, competition and war prevailed, given the differences in the interests of each country, especially after France's victories within Europe and must have a sovereign position in the Mediterranean. The French consul Valier described all what happened between Algeria and France and how the latter worked to distance all the European powers from Algeria and to try to get closer to Algeria alone.
