عن الاقصاء الاجتماعي والمقصيين الاجتماعيين

الملخص
استقطب مفهوم الاقصاء الاجتماعي الاهتمام سواء على الصعيد الفكري، الاجتماعي أو السياسي، حيث يجد مكانا له في البرامج الاجتماعية التي تطرحها الهيئات الرسمية أوفي نشاطات وفعاليات منظمات المجتمع المدني، وفي الأجندات الأكاديمية ومشاريع البحث العلمي. وينبعث هذا الانشغال من: ــــ اتساع رقعة الظاهرة سواء على الصعيد المحلي، حيث امتدت لفئات اجتماعية مختلفة، أو على الصعيد العالمي، إذ لم يعد أي مجتمع معفى من تأثيرها، وأصبحت تعني المجتمعات الفقيرة والغنية على حد السواء. ـــ التهديد الذي يبدو أنها تمثله للنظام الاجتماعي القائم ولقوة الرابط الاجتماعي المؤسس للمجتمعات. إن هذا الاجماع حول الاهتمام بالمفهوم، لم يترجم على مستوى المقاربة العلمية له، والتي اختلفت في تحديده، في المؤشرات الدالة عليه، في الحدود التي تفصله عن غيره من المفاهيم المجاورة له، وفي الفئات الاجتماعية المعنية بالاقصاء. وتحاول هذه القراءة إيجاد أرضية مشتركة للمقاربات المختلفة، باقتراح رؤية تتجاوز مظاهر المفهوم، وتركز بدل ذلك على آليات انتاجه، لجعله صالحا لقراءة مجتمعات مختلفة. Abstract: The concept of social exclusion has attracted attention both intellectually and politically, where it finds its place in the social programs offered by official bodies or in the activities of civil academic agendas and scientific research projects. This concern is caused by the perceived threat posed by the phenomenon to the existing system and to the strength of the social bond. This concern stems from: - The spread of the phenomenon, whether at the local level, spread to different social groups, or at the global level, since no society is exempt from its influence, and it means both poor and rich communities. - The threat that they seem to represent to the existing social order and to the strength of the founding social bond of societies. This consensus on interest in the concept has not been translated at the level of its scientific approach, which differed in its identification in the indicators, within the boundaries separating it from other concepts adjacent to it, and in the social groups concerned with exclusion. This reading attempts to find a common ground for different approaches by proposing a vision that goes beyond the manifestations of the concept, focusing instead on the mechanisms of its production and making it suitable for reading different societies.
