مواجهة جرائم الاختطاف طلبا للفدية Confronting The Crime Of Kidnapping For Ransom

الملخص

لقد أصبح دفع الفدية ظاهرة حديثة من حيث التجريم فقلد تغير مفهومها ولم تعد تلك الآلية التي تلجأ إليها الدول لتحرير أسرها عقب انتهاء العمليات الحربية، وإنما أصبحت من أهم المصادر المالية للجماعات الإرهابية لتنفيذ خططها الإجرامية، وبذلك تزايد عمليات الاختطاف طلبا للفدية وبدأت تشكل تهديدا حقيقيا لسلم والأمن الدوليين، جراء التنازلات التي تقدمها بعض الدول للخاطفين، فرغم التدابير المتخذة والجهود الدولية المبذولة من أجل تجفيف مصادر تمويل هذه الجماعات إلا أنها استطاعت أن تجد طرق أخرى بديلة كالتهريب والإتجار بالمخدرات والأسلحة، وعمليات الخطف طلبا للفدية. The ransom has become a new phenomenon in terms of criminality. It has changed its concept from been a mechanism used by countries to free their people at the end of the wars, to a means in the hands of terrorist groups to seek financial income and to ensure the continuity and implementation of their operations and plans. The increasing cases of kidnapping for ransom are real peace and security threats. Therefore, the payment of ransoms to these groups is a source of concern to the whole international community. Although the measures taken and international efforts made to stop the terrorist groups' financing sources, these groups are still searching alternative routes, which include smuggling, arms and drugs trafficking, as well as kidnapping for ransoms.
