الملخص
ملخص يجسد الوالي صورة حقيقية لعدم التركيز الإداري نظرا للسلطات والصلاحيات المسندة إليه وعلى ضوء قانون الولاية فإن الوالي يتمتع بصلاحيات هامة جدا ،فهو من جهة ممثل للدولة ومن جهة أخرى ممثل للولاية، إذ في إطار تمثيله للدولة يعتبر القائد الإداري لها ، والممثل المباشر لكل وزير من الوزراء ، ويسهر على تطبيق القوانين والتنظيمات واحترام رموز الدولة وشعاراتها ، كما يمارس مهمة الضبط الإداري للمحافظة على النظام والأمن والسكينة العمومية. أما في إطار ممثليه للولاية فإنه يمثلها في الحياة المدنية والإدارية كما يمثلها أمام القضاء ويسهر على نشر مداولات المجلس وتنفيذها ، ويقدم تقريرا عند كل دورة للمجلس الشعبي ألولائي حول تنفيذ المداولات كما يعد وينفذ الميزانية ويمارس سلطة الإشراف على المصالح التابعة للولاية. Abstract: The governor )wali( embodies the true picture of the lack of a centralized view of the administrative authorities and the powers entrusted to him, and in the light of the wilaya law, the governor has very important powers; he is, on one hand, a representative of the State and on the other the wilaya representative . In the context of the representation of the state, he is a leader in his administration, and direct representative of each minister from ministers . And he ensures the implementation of laws, regulations and respect of the state symbols and slogans, and he exercises the administrative setting to maintain order, public safety and tranquility . As part of his representation of the wilaya, he represents it in civil and administrative life, represents it in court and ensures the publication and the implementation of the proceedings of the council, and reports to each session of the people's council of the wilaya on the implementation of the deliberations . And he also prepares and implements the budget, and oversees the interests of the wilaya .
