(كابدال) كبرنامج نموذجي لتجسيد الديمقراطية التشاركية والتنمية المحلية في الجزائر

الملخص
تتناول الدراسة برنامج (كابدال) الذي أطلقته الحكومة الجزائرية ابتداء من سنة 2017 بالشراكة مع الاتحاد الأوروبي وبرنامج الأمم المتحدة للتنمية. والذي يعتبر أحد أهم المبادرات الهادفة لتفعيل دور الجماعات الإقليمية من أجل بناء قدراتها الذاتية في سبيل مواجهة التحديات الجديدة التي يفرضها الواقع المحلي من خلال متطلبات التنمية المحلية من جهة، كما تفرضها مقتضيات التنمية المستدامة للأقاليم من جهة أخرى. هذا البرنامج الذي يعتبر مقاربة تشاركية نموذجية، والذي يمس 10 بلديات جزائرية من مختلف أقطار الإقليم الوطني، كتجربة أولية، يهدف الى تهيئة الظروف المواتية لتجسيد الديمقراطية التشاركية، من خلال بناء قدرات الفاعلين المحليين، بالإضافة الى الاستفادة من التجارب والنماذج الدولية الناجحة في سبيل بعث وتفعيل التنمية المحلية. وهكذا سنتناول أهمية هذا البرنامج كآلية عمل تفاعلية، تمكينية وتكوينية على المستوى المحلي، مع إبراز بعض النقاط المحورية الواجب العمل على تداركها لإنجاح هذا البرنامج الطموح، الذي سيوافينا في سنة 2020، بنموذج جزائري للديمقراطية التشاركية والتنمية المحلية المستدامة، يمكن تطبيقه على باقي بلديات الوطن. الكلمات المفتاحية: برنامج كابدال؛ البلدية؛ الجماعات المحلية؛ الفاعلون المحليون؛ الديمقراطية التشاركية؛ التنمية المحلية. The study focuses on the CapDeL program launched by the Algerian government as from 2017, in partnership with the European Union and the United Nations Development Program. This program is an important initiative, which aims at revitalizing the role of local authorities by strengthening their capacities to enable them to face the new challenges of local development on the one hand, and to meet the requirements of sustainable development of territories on the other hand. This program, which represents a typical participatory approach and affects 10 Algerian municipalities in different regions of the national territory, as a preliminary experiment, aims to create favorable conditions for the realization of participatory democracy by strengthening the capacities of local actors, and by taking advantage of the experiences and successful international models to lift up local development. In so doing, we will study the mechanism of this program, which represents an interactive tool for training and empowerment at the local level, and highlight certain aspects to be taken into account to ensure its success. This ambitious program will produce by 2020 an Algerian model of participatory democracy and sustainable local development, applicable to the rest of the Algerian municipalities.
