الملخص
The creation of institutions is aimed at preparing for change and adapting the economy in the future with change. Today, economists are more aware of the need to encourage the institutions and agree that there is a direct link between the level of entrepreneurship, innovation and economic growth. Since the performance of institution-building depends on many sociological, financial, economic, technological, fiscal, legislative and institutional factors, States are now taking them into account with greater interest, thus creating institutions and thus priority projects for economic policy. If we know that the newly established institutions are initially fragile due to their presence in a very competitive environment, it seems useful to be assisted. Hence, systems have emerged to support the establishment of enterprises using a set of levers of tax advantages, etc. Among these tools, incubators emerged
