التوجه نحو تنويع الاقتصاد من خلال تفعيل الشروط الإطار لبناء العناقيد الصناعية

الملخص
الشروط الإطار تعتبر من أهم أشكال تدخل الدولة في الاقتصاد التي تسعى من خلالها إلى ضبط وتأطير المتغيرات الاقتصادية لتتلاءم مع التوجه العام للدولة، ولعل من أهم التوجهات التي لابد للدولة تبنيها هو تبني العناقيد الصناعية، هذه الأخيرة التي أصبحت من متطلبات النمو الاقتصادي وضمانا لاستقراره، ولتفعيل دورها كونها تعمل على ربط علاقات تنافسية وتكاملية داعمة ومكملة للأعضاء المكونة لها، بالتالي تصبح محركا لعجلة التطور لصناعات مختلفة ولإعادة إرسال المتخلفة منها، والأهم إطلاق صناعات جديدة قوية ومتماسكة، من هنا صار لزاما على الدولة الاعتماد على الشروط الإطار التي توفر المناخ الملائم لنشوء العناقيد الصناعية لتنويع الاقتصاد بالعمل خارج القطاع الأساسي الذي ترتكز عليه الدولة بشكل تقليدي. Basic conditions is one of the main forms of state intervention in the economy, through which it endeavors to control and frame the economic variables to reconcile with the general orientation of the state, and may be the most important trends that should the state adopt is to adopt industrial clusters which has become one of economic growth and ensure the stability requirements, and so as to activate its role that being dedicated to connecting all competitive and integrated relationships supportive and complementary to the members that making up for, and thus it becomes an engine to the wheel of development for various industries and resend the underdeveloped ones, and most importantly the launch of a strong and cohesive new industries, from here it has become imperative that the state to rely on the basic conditions that the appropriate environment for the emergence of industrial clusters offer to diversify the economy to work outside the primary sector, which is based upon the state traditionally.
