المشاركة الشعبية وأثرها على السياسات التنموية المحلية قراءة في قانوني البلدية والولاية.

الملخص
الملخص: تهدف هذه الدراسة إلى إبراز أهمية دور المشاركة الشعبية في تنمية المجتمعات المحلية، و ذلك من خلال توضيح مظاهر التجسيد الدستوري والتشريعي لمشاركة المواطن في عمليات صنع القرار محليا وكيفية تكريسها من خلال قانوني البلدية والولاية، خاصة أمام الاتجاهات الدستورية الحديثة نحو تدعيم صور الديمقراطية على المستوى المحلي. بالإضافة إلى تسليط الضوء على مفهوم المشاركة الشعبية وأهميتها وأهم خصائصها وصورها والأهداف المرجوة منها، وذلك باعتبارها عملية حفز للمواطنين ودفعهم إلى المشاركة في الجهود التنموية وذلك بأخذ زمام المبادرة في تجسيد خطط و برامج ومشروعات السياسات التنموية المحلية. وهذه المشاركة لا تحدث تلقائيا، فالأمر يحتاج إلى دوافع وحوافز واستراتيجيات، من شأنها أن تشجع هذه المشاركة في البرامج التنموية المختلفة، وهي لا تقف عند حد تنفيذ بعض البرامج، بل يمكن أن تشمل أيضا الخطوات المختلفة للعملية التنموية ابتداء من تخطيط البرامج التنموية الملائمة، وانتهاء بتنفيذ تلك البرامج وحل مشكلات مجتمعاتهم. وهذا ما يؤكد الدور الكبير الذي تلعبه المشاركة الشعبية في تحقيق التنمية على المستوى المحلي. الكلمات المفتاحية: المشاركة الشعبية، السياسات التنموية المحلية، التجسيد الدستوري والتشريعي للمشاركة المحلية، المجتمع المحلي، القيادات المحلية، تنظيمات المجتمع. Abstract : This study aims to highlight the importance of the role of public participation in the development of local communities, and by clarifying aspects of the constitutional embodiment and Legislative citizen participation in the decision locally made and how devoted through legal municipal and state operations, especially in front of the modern constitutional trends towards consolidation of democracy pictures at the local level . In addition to shedding light on the concept and importance of popular participation and the most important characteristics and forms the desired goals, and that as a process for citizens and stimulate them to participate in the development efforts in order to take the lead in the embodiment of plans and programs and projects of local development policies. And this review does not occur automatically, the matter needs to be motivated, incentives and strategies that would encourage such participation in various development programs, which do not stop the implementation of some programs, but can also include various steps of development process starting from the appropriate developmental program planning, and the end the implementation of those programs and solving their problems. This underscores the significant role played by the people's participation in achieving development at the local level.
