الملخص
يرتكز الإصلاح الجمركي في الجزائر على تطوير الإدارة الجمركية، وتبسيط وتسهيل إجراءات جمركة البضائع بهدف تسريع عمليات الإفراج الجمركي عن السلع والبضائع، الذي يعد مؤشرًا على تحقيق هدف التسهيل التجاري.فهو مطلب أساسي للمنظمات الدولية، خصوصًا منظمة الجمارك العالمية WCO، ومنظمة التجارة العالمية WTO.كما يهدف الإصلاح إلى تنفيذ السياسة التجارية الحكومية، والمحافظة على المصدر الأول لموارد الدولة المالية. وتستمر جهود الجزائر في الإصلاح الجمركي، بعد سنوات عديدة من انطلاق الإصلاح، بالتركيز على القضايا الرئيسية الثلاثة التسهيل التجاري والأمن، تحسين تحصيل الجباية الجمركية وتطوير الموارد البشرية والالتزام الجمركي، ذات الأهمية الأكبر في التأثير على كفاءة وفعالية العمل الجمركي، بغض النظر عن المداخل التنظيمية الأخرى. صحيح أن معايير الخدمة الجمركية بالجزائر ذات مستويات منخفضة، وهي بعيدة كثيرًا عما تقتضيه القواعد الدولية، بل بعيدة حتى عن المستويات الإقليمية.لكن أمام الإدارة الجمركية فرص لتضطلع بمهامها، بطريقة أفضل على حدودها الدولية. Abstract : Customs reform in Algeria based on the development of the customs administration, and simplifying customs procedures. It’s goal is to speed up customs clearance operations, which is an indicator of achieving the goal of trade facilitation as a principal request for international organizations, especially WCO and WTO.It also aims to implement government policy, and maintain the primary source of financial resources of the state. After many years, the efforts of Algeria continue to reform customs, focusing on the following three key issues: Trade facilitation and security, improve the customs tax collection, and the development of human resources and customs commitment. These are more important in influencing the efficiency and effectiveness of customs work, regardless of other regulatory approaches. It’s true that the customs services standards in Algeria with low levels, far from the requirements of the international rules, as well as regional levels. But the customs administration has opportunities to carry on its functions in a better manner on their international borders.
