أثر تغيرات أسعار النفط في تجسيد برامج الاستثمارات العمومية وانعكاساتها على التشغيل في الجزائر خلال الفترة (2001- 2014)

الملخص

الملخص: تهدف هذه الدراسة إلى معرفة أثر تغيرات أسعار النفط على البرامج الاستثمارية في الجزائرية خلال الفترة الممتدة من (2001-2014)، حيث تم التطرق إلى دراسة النفط باعتباره مورد اقتصادي استراتيجي مهم تعتمد عليه كل الشعوب وفي كل المجالات، فقد أصبحت الصناعة النفطية من أبرز وأهم الأنشطة الصناعية الحديثة في الاقتصاد العالمي. وتوصلت الدراسة إلى أنه في ضوء ارتفاع أسعار النفط في مطلع القرن الحالي حققت الجزائر إيرادات مالية كبيرة وبالتالي فائض في الميزانية العامة وفي المقابل زيادة في الإنفاق، وهذه الزيادة تكون تبعا لزيادة المداخيل، وعند انخفاض أسعار النفط انخفضت قيمة صادرات الجزائر، كما أن البرامج الاستثمارية ساهمت في زيادة معدلات النمو الاقتصادي والتشغيل، رغم ذلك يبقى الاشكال حول مدى توافق النتائج المحققة مع الأهداف المرجوة من تنفيذ مختلف البرامج الاستثمارية المذكورة. Abstract: This study aims to determine the impact of oil price fluctuations on investment programs in Algeria during the period (2001-2014), which was addressed to the study of oil as an important strategic economic resource on which all peoples in all fields, has become the oil industry the most prominent modern industrial activities in the global economy. The study concluded that, in light of high oil prices at the beginning of this century, Algeria has made significant financial revenue and consequently the surplus in the general budget and the corresponding increase in spending, and this increase is due to increase in revenue, and at the lower oil prices decreased the value of Algeria's exports, and investment programs contributed to increase economic growth and employment rates, though the shapes on the compatibility of the results achieved with the desired stay of the implementation of various investment programs mentioned goals.
