تحديات النشر العلمــــــــــي الإلكتروني

الملخص
الهدف لأي نظام علمي معلوماتي هو استغلال المعلومات العلمية واستثمارها للرفع من مستويات التعليم وتشجيع المساهمة في اتخاذ القرار السليم لتقدم البشريه. وتبث المعلومات المنتجه بواسطة العديد من وسائط النشر المتاحة ، وتتعاظم أهمية النشر العلمي لالكتروني كلما اتسعت الشبكة الدولية للمعلومات (internet) ، فحجم المعلومات المتوفر بها مذهل ويزداد مستخدموها بالآلاف كل يوم. كما تعمل التقنيات لحديثه على إحداث تحولات جوهريه في عملية نشر و توزيع المعلومات وهي تشكل اساسا لمجتمع المعرفة الجديد. تحاول هذه الورقه العلمية دراسة واقع وتحديات النشر العلمي الالكتروني في الجامعات السعودية. ومن هذا المنطلق نتناول دور المكتبة الرقمية السعودية في عالم الفكر و نشر العلم والثقافة . إن النشر العلمي الإلكتروني موحياً في مدلوله على القالب الذي تشكلت فيه ثقافة مجتمع المعلومات المعاصر، وهو بهذا يكون ضمن مئات القضايا التي تناولتها المؤلفات الغربية التي تشير إلى البدايات والنهايات، مثل كتاب نهاية التاريخ لفوكوياما، وكتاب صراع الحضارات لذائع الصيت صموئيل هنتنجتون، وكتابي الموجة الثالثة وصدمة المستقبل، لتدل على النهايات الورقية وبداية الإلكترونية، كما تنبأ بذلك لانكستر بظهور المجتمع اللاورقي في كتابه بعنوان نحو نظم لا ورقية للمعلومات . ونلاحظ أن النداءات الآن كثرت نحو التحول الإلكتروني في كل مناحي الحياة ، ومن بينها النشر العلمي الإلكتروني . Abstract The goal of any scientific system is the exploitation of scientific information and investment to raise the levels of education and encouraged to contribute to making the right decision for the progress of mankind. The information produced is transmitted by several publishing media available, and the growing importance of scientific publishing electronically whenever widened the international information network (internet), the volume of information available by stunning and getting users of the thousands every day. As techniques for working Speaking to bring about fundamental shifts in the process of publishing and distributing information which form the basis for the new knowledge-based society. This paper attempts to study the reality of scientific and scientific publishing address challenges in Saudi universities. With this in mind we take the role of Saudi Digital Library in the world of thought and dissemination of science and culture.
