الملخص

تعتبر الموارد البشرية والكفاءات أحد الأسلحة الإستراتيجية في صراع المؤسسات من أجل البقاء والنمو، ويستدل على أهميته كونه مصدر في تحقيق التميز للمؤسسة. إذ أن تحقيق أداء المؤسسة لن يرتكز على الموارد الطبيعية، أو المالية، أو التكنولوجية فقط، بل يستند في المقام الأول إلى قدرتها على توفير نوعيات خاصة من الموارد البشرية التي تستفيد من هذه الموارد، فالأفراد هم العناصر الوحيدة القادرة على استيعاب المفاهيم والأفكار الجديدة التي تساعد على استغلال الميزات ومواجهة التحديات التي تفرضها البيئة. وتسعى المؤسسات في ظل بيئة تنافسية إلى كسب ميزة تنافسية على غيرها من المؤسسات العاملة في نفس النشاط، وذلك من خلال إضافة قيمة للعميل، وتحقيق التميز عن طريق استغلال إمكانياتها ومواردها المختلفة، ويأتي في مقدمتها الموارد البشرية، فالمورد البشري هو جوهر ولب الميزة التنافسية لأنه مورد غير منظور يصعب تقليده، وبالتالي فهو ميزة دائمة. Abstract : The human resources and competencies are one of strategic weapons using in conflict between establishments in order to surviving and growing; its importance is evidenced by realizing the excellence for the enterprises, because the enterprise’s performance was not based on the natural resources, financial or technological only, but also based on the first place on its capacity to provide particular types of human resources that benefit from these resources ( natural, financial ,technological…), so Individuals are the only elements which are able to absorb the new concepts and ideas, which help to exploit features and face of the challenges that posed by the environment that’s way enterprises look under the competitive environment To gain a competitive capacities earlier than other enterprises working in the same activity and that by adding value to the workers so they realize excellence by exploiting its diverse resources which its foremost is human resources Human resource is The most advantage of competition because it resource that isn’t perspective, it is difficult to imitate it ,therefore it’s a permanent excellence.
