الملخص
الملخص: أضحت الشراكة بين الحكومة والمنظمات غير الحكومية من البدائل الحديثة المطروحة لتحقيق التنمية. فلم يعد في مقدرة أية دولة، متقدمة أو نامية، أن تضطلع بكل المهام التنموية في المجتمع، وأصبح من المستقر عليه أن تحقيق التنمية مرتبط ارتباطا وثيقا ببناء شراكة مؤسسية وفعالة بين الحكومات والمنظمات غير الحكومية. وعلى هذا، فإن إحداث نقلة كيفية في التنمية مرهون ببناء الشراكة بين الدولة والمجتمع المدني. لهذا تعتبر الحركة الجمعوية سمة بارزة من سمات المجتمعات الحديثة لأنها تعبر عن وعي المجتمع وتفتحه على التعددية والحريات الإنسانية، وبالنظر إلى الدور الفعال الذي تلعبه في مختلف مجالات الحياة، فإنها تعتبر شريك مهم في النهوض بالمشروع التنموي للبلاد كونها تستطيع أن تلعب عدة أدوار، فهي المشرف والمراقب والمنظم والمساعد، ولكن يبقى دائما مجال نشاطها في حدود الفضاء المسموح به في العلاقة الجدلية بين السلطة والحركات النشطة. الكلمات المفتاحية: المجتمع المدني- التنمية المحلية- الشريك الإجتماعي- العمل الجمعوي- المقاربة التشاركية Abstract : The partnership between the Government and non-governmental organizations has become a modern alternative to development. It is no longer possible for any developed or developing country to undertake all developmental tasks in society. It has become well established that development is closely linked to building an institutional and effective partnership between governments and non-governmental organizations, Thus, a shift in how to develop depends on building the partnership between the State and civil society. This is why the collective movement is a prominent feature of modern societies because it reflects the consciousness of society and open it to pluralism and human freedoms, given to the active role it plays in various areas of life, It is an important partner in promoting the development project of the country and being able to play several roles ;it’s the supervisor, observer, organizer and assistant, but its sphere is always within the permissible space of the dialectical relationship between power and active movements .
