الملخص
المتوسط مركب جيوسياسي فريد متميز ونوعي بما يجمعه من محددات وخصائص ساهمت في حركية الحياة بشكل عميق وهي لاتزال احد أهم عناصر التقارب ومجال ومشروع مشترك ورهان يمكن الاعتماد عليه ،كما يعتبر الإرث الثقافي المتوسطي الذي شكله الجوار والتاريخ قاعدة انطلاق يمكن من خلالها التأسيس لعلاقات تعاونية تضامنية تهدف إلى إشاعة قيم التسامح والاعتدال والتعايش، وإلى إحداث التطور والتنمية العلمية والإنسانية التي من شـأنها جعل المتوسط منطقة رخاء وازدهار وتطور. تعتبر معالجة موضوع التعاون بين دول ضفتي المتوسط على قدر كبير من الأهمية لما يثيره من الإشكاليات العديدة في الآن ذاته، لسوء فهم واقع العلاقات بين دول الضفتين وطبيعة التفاعلات الحاصلة بينها بتسليط الضوء على العديد من المشكلات المغفلة أو التي يتم غض الطرف عنها، على غرار مشكلة سوء الإدراك الثقافي المتبادل بين دول الضفتين، الذي يعتبر متغيرا أساسيا في فهم ومعالجة العديد من الإشكاليات المتعلقة بجدوى أو عدم فعالية سياسات التعاون المنشود،بينما يظهر العلاج في تقديم مجموعة من الآليات بالاعتماد على المقاربة الثقافية التي يمكن من خلالها تأسيس تعاون حقيقي وفعال بين الطرفين المتوسطيين.
