الملخص

تهدف هذه المقالة إلى دراسة ظاهرة الفساد المالي والإداري، وتحليل العوامل والأسباب المشجعة على تناميها، وكذلك محاولة لمعرفة أهم الإستراتيجيات المتبعة لمكافحتها، وقد توصلنا من خلال هذه الدراسة إلى أن الفساد هو أكبر معوق للتنمية الإقتصادية، لذا فإن مواجهته ظاهرة الفساد ليست بالمسألة البسيطة التي يمكن وضع حلول سرعة لها بل إنها تتطلب تكاثف جهود كل القطاعات المجتمعية في الدولة، والجزائر ليست أفضل حال، فالفساد فيها يطغى على كل المجالات دون إستثناء، وهو ما يجبرها على إتحاذ إجراءات ردعية سريعة. Abstract : The aim of This paper: is the study of the phenomenon of financial corruption, and the analysis of the actors which lead to the emergence and growth of it. And trying to discover the most important strategies that help us to fight against it, as a result we can say that, corruption is the most Important obstacle confronting economic development, this is why, we can not consider it as a simple or easy act to face this problem, in stead we have to unite our efforts to deal with this problem. In fact Algeria is not better than others, corruption is spreaded over all fields, this is why, we are obliged to take the suitable measures as quickly as possible.
