الإدارة الإلكترونية كمسعى لترقية الخدمات العمومية في الجزائر

الملخص
يعد مفهوم الادارة الإلكترونية من المداخل الحديثة للإصلاح الإداري،حيث ساهمت في تطوير العمل الإداري وتوفير المعلومات في الوقت المناسب بأقل وتكلفة،وهي تعد نقلة نوعية من المجتمع الصناعي إلى المجتمع المعلوماتي، والجزائر في اطار مسعاها لتحقيق منظومة الحكم الراشد اولت عناية بالادارة الالكترونية بإطلاق مشروع الحكومة الالكترونية في سنة 2008 يهدف الى تحسين أداء الخدمة العمومية وترسيخ ثقافة إلكترونية متوجة بإدارة إلكترونية تقدم الإجراءات والتسهيلات الإدارية إلكترونيا. تهدف هذه الورقة الى التعرف على مدى مساهمة الإدارة الالكترونية في تطوير العمل الإداري بمؤسسات الجزائر وخلصت الدراسة الى وجود إرادة سياسية لدى السلطة للنهوض بهذا القطاع غير أن النتائج لا تعكس الجهود المبذولة لترقية الخدمة العمومية بالجزائر في ظل وجود العديد من المعوقات التي تحول دون النهوض به. الكلمات المفتاحية:الإدارة الالكترونية، العمل الاداري، الخدمة العمومية، الجزائر. تصنيف JEL :M15 ،L86. Abstract: The concept of Electronic Administration is said to be one of the modern styles of administrative improvements. This concept contributed to the development of administrative task and to the providence of information in less cost and time. This is considered as a considerable change of society from industrial society – concerned to information society-concerned one. Seeking wise governing , Algeria paid much attention to the electronic Administration by launching The Government Electronic Project in 2008 . This project's objective is to improve the public services performance as well as installing the electronic awareness resulting an electronic administration offering information, procedures, and services electronically. This research paper's objective is to know to what extent the electronic administration has contributed to the improvements of the public services. The study concluded that there is a political will of the Authority to promote this sector, but the results do not reflect the efforts exerted to upgrade the public service in Algeria in the presence of many obstacles that prevent it Key Words: Electronic Administration, Administrative task, public services, Algeria.
