أثر تخلف الإدارة العامة على تحقيق التنمـــــــــية في الجزائر خلال الفترة 1999- 2017

الملخص
لطالما عملت منظمة الأمم المتحدة على توضيح العلاقة بين الإدارة العامة والتنمية حيث جاء في تقريرها لسنة (2005) أنه "مهما كانت الحكومة مهيكلة ودستورية، فإنها لن تتمكن بدون إدارة حكومية أن تقوم بتحقيق مجمل أهدافها السياسية، وتعزيز سيادة القانون، وتقديم خدمات العمومية(...)، فبدون إدارة عامة كفؤة وفعالة لا يمكن لأي دولة تحقيق الأهداف المرجوة أو تفادي التطورات والتحديات غير المرغوب فيها". تهدف هذه الدراسة إلى ابراز دور الإدارة العامة في تسريع وتيرة التنمية في الجزائر وكذا على الصلة الموجودة بين جودة الخدمات العامة لمختلف الدوائر والوكالات الحكومية وسيرورة عملية التنمية الوطنية والتي لا تزال متخلفة نسبيا في الجزائر. Abstract : A major effort directed at establishing the relationship between public administration and development was undertaken by the United Nations, The United Nations’ Report (2005) stressed that "no matter how organized and constitutional a government is, it would not get very far in the absence of public administration system capable of translating its broad political intentions, enforcing its laws and delivering services needed by the people….Without a professionally competent public administration, the state cannot count on making those things happen which it wants to see happen or on pre-empting undesirable developments".The purpose of this study is to gain a better undestanding of the role of the public administration in the developmental state in Algeria, the paper examines also the link between the quality of public services which covers all government departments and agencies and national development process, which remains relatively underdeveloped in Algeria..
