الحوكمة المائية كآلية لترشيد تسيير المياه في الجزائر

الملخص
يعتبر مفهوم الحوكمة من المفاهيم الحديثة التي أثارت جدلا واضحا حول ترجمتها إلى العربية وتعريفها على نحو دقيق، رغم الاتفاق على أهمية المفهوم وضرورة طرحه و تداوله. تتوجه الحوكمة حاليا إلى التعبير عن مجالات جديدة وعلى هذا الأساس تطرقنا إلى الحوكمة المحلية و اتخذنا من الحوكمة المائية نموذجا، باعتبار الماء المورد الحيوي الذي يعاني من تناقص باستمرار لذا تسعى كل الدول إلى لتنمية الموارد المائية والحفاظ عليها من الهدر و التلوث و على هذا الأساس سنستهل الحديث أولا عن الحوكمة ، الحوكمة المحلية، الحوكمة المائية و كنموذج الجزائر و هذا باستخدام إحصائيات نعبر عنها بجداول و رسومات من أهم النتائج : يعتبر الموارد المائي من الموارد الطبيعية المحدودة و المتجددة يتطلب أسلوب جديد لتسييره لذا عكفت الجزائر على و ضع سياسة مائية و إستراتيجية وطنية من خلال عصرنة قطاع الموارد المائية وتعزيز الأطره القانونية. The concept of governance "Gouvernance " is one of the modern concepts that sparked a clear debate about its translation into Arabic and its precise definition, despite agreeing on the importance of the concept and the need to ask and circulate it. Governance is now heading to express new areas and on this basis we have touched on local governance and we have taken the example of water governance, as the water is a vital resource that suffers from decreasing constantly so all countries seek to develop and maintain water resources from waste and pollution and on this The foundation we will begin to talk first about governance, local governance, water governance and as a model of Algeria and this using statistics we express with tables and drawings of the most important results: water resources from natural resources, limited and renewable, requires a new way of running it, so Algeria has embarked on and put Water policy and national strategy through modernizing the water resources sector and strengthening the legal frame.
