السلطة التنفيذية والتشريعية بالكويت دراسة لأوجه التعاون والتعارض

الملخص
تعتبر دولة الكويت العربية، والتي تأخذ بالنظام البرلماني في إطار الملكية الدستورية، أحد أبرز الدول العربية الخليجية ريادةً في الممارسة السياسية بالرغم من حداثة التجربة الديموقراطية فيها، التي تحدد زمنياً بالفترة التالية لنيلها للاستقلال الوطني سنة 1961، ولقد شهدت هذه التجربة الفتية العديد من التطورات والأحداث المتجددة بين الحين والآخر، وإنّ من بين ما يميز التجربة البرلمانية الكويتية إشكالية التعارض والتباين الشديد بين السلطتين التشريعية والتنفيذية، ما أدى في كثيرٍ من الأحيان إما إلى تعطيل عمل الحكومة، أو حلّ المؤسسة التشريعية ممثلةً بمجلس الأمة. وفي هذا الإطار فقد تعددت التحليلات والدراسات القانونية والسياسية التي فصّلت في أسباب التباينات المتكررة بين السلطتين، وأفضت كل واحدةٍ منها إلى نتائج وحلولٍ محددة، وعلى ضوء هذه الاختلافات جاءت هذه الدراسة المعنونة بـ:" السلطة التنفيذية والتشريعية بالكويت: دراسة لأوجه التعاون والتعارض" لتجيب على التساؤل الرئيسي المتمثل في: ماهي أبرز ملامح التعاون والتعارض بين السلطتين التنفيذية والتشريعية بالنظام السياسي الكويتي؟ وكيف السبيل لحلّها؟ Considers Kuwait Arabic, and that takes a parliamentary system in a constitutional monarchy framework, a prominent Gulf Arab states leadership in political practice despite recent democratic experiment where, that determine the timetable following the period of gaining national independence in 1961, and I have seen this experience many renewable developments and events between now and the other, and that one of the characteristic of the Kuwaiti parliamentary experience the problem of conflict and extreme contrast between the executive and legislative branches, resulting in often either to disrupt the work of the government, or dissolve the National Assembly represented the legislative institution. And the way how to solve it?
