Effets Des Dépenses Publiques Sur La Croissance économique: Cas Des Dépenses D’infrastructure En Algérie

Résumé
Les politiques gouvernementales jouent un rôle important dans la détermination des performances économiques d’un pays. En effet, l’Etat à travers sa politique de régulation, influence de manière directe et indirecte le rythme de la croissance du produit intérieur brut (PIB). Il s’agit là d’un des objectifs majeurs de toute politique économique. La question théorique des effets des dépenses publiques sur la croissance a de tout temps constitué une préoccupation centrale de la science économique. Ainsi, les théoriciens du développement économique ont traité cette question en considérant le capital public comme un facteur environnemental qui influence, à travers ses externalités positives, le développement économique et social d’un pays. L’objectif de cet article est d’analyser l’évolution de la croissance en Algérie depuis les années soixante-dix jusqu’à 2006 et d’étudier la contribution des infrastructures dans la croissance du PIB. En Algérie, le secteur des hydrocarbures constitue la principale source de croissance même si le PIB hors hydrocarbures a connu une bonne évolution au cours des dernières années. De ce fait, on va montrer l’effet des dépenses d’infrastructures sur la croissance économique : la première partie de ce travail sera consacrée à une approche théorique sur les infrastructures et une revue de la littérature traitant de la place des infrastructures dans les théories économiques [Rosenstein Rodan (1964), Nurks Ragnar (1952), Hirchman (1958-1984), Eschauer (1989) et Barro(1990) ] ainsi qu’une présentation sommaire des infrastructures en Algérie. Dans la deuxième partie, on analysera l’évolution de la croissance en montrant le rôle important des infrastructures dans la croissance économique. Abstract: Government policies play an important role in determining the economic performance of a country. Indeed, the State through its regulatory policy, influence directly or indirectly the rate of growth of gross domestic product (GDP). This is one of the major objectives of any economic policy. The theoretical question of the effects of public spending on growth, has always been a central concern of economics. Thus, economic development theorists have addressed this issue by considering public capital as an environmental factor that influences through its positive externalities, the economic and social development of a country. The objective of this paper is to empirically analyze the evolution of the growth in Algeria during the last three decades, and to study the contribution of infrastructure to growth in GDP. Algeria, the hydrocarbons sector is the main source of growth even if NHGDP had a good evolution in recent years.Therefore, we show the influence of infrastructure on economic growth, the first part of this work will be devoted to a theoretical approach to infrastructure, and a literature review on the role of infrastructure in economic theories [Roseinstein Rodan (1964), Nurks Ragnar (1952), and Hirchman (1958-1984) Eschauer (1989) and Barro (1990)] and a brief presentation of the infrastructure in Algeria. in the second part, we empirically analyze the evolution of growth showing the important role of infrastructure in economic growth.
