دراسة وصفية للمرسوم التنفيذي 14/27 المتعلق بتحديد المواصفات العمرانية و المعمارية و التقنية المطبقة على البنايات في ولايات الجنوب

الملخص
اصدر المشرع الجزائري ترسانة من القوانين المنظمة للعمران سعيا منه للتحكم في حركة البناء و التعمير في إقليم البلاد، وجعله يتماشى مع النظام الجمالي للمدن، وكما هو معلوم أن الجزائر تتميز بشساعت إقليمها و تعدد تضاريسها و مواردها الطبيعية، خصوصا الطبيعة الصحراوية، هذه الأخيرة التي تتميز بمناخ حار الذي ينعكس بشكل مباشر على الهندسة المعمارية للبنايات، فاصدر المشرع المرسوم التنفيذي 14/27 المتعلق بتحديد المواصفات العمرانية و المعمارية و التقنية المطبقة على البنايات في ولايات الجنوب، من أجل ضبط النمط العمران و التعمير بهذه المناطق. أشار هذا المرسوم القواعد المتعلقة بمواد البناء و الخصائص المعمارية للبنايات و المسائل المتعلقة بالبنايات و توجيهها و ضرورة حرص الهيئات الإقليمية ضبط مخططات التهيئة العمرانية و مخططات شغل الأراضي وأدوات التعمير، لتجسيد هذا المرسوم على أرض الواقع، بشكل عام فإن هذا المرسوم يلاحظ فيه تكريسه للعادات و التقاليد و التراث المحلي الذي يجب أن ينعكس على الهندسة المعمارية في هذه المناطق الصحراوية. الكلمات المفتاحية: العمران. الخصائص المعمارية. التصميم. التراث المحلي. مميزات. مخططات “Analytic descriptive study to the executive decree 27/14 concerned with specifying architectural and technical characteristics applied on buildings in the southern cities “ summary The Algerian legislator had issued a bunch of organising rules for the architectural structures in order to control the building and reconstruction movement in the city and to make it goes along with the aesthetic style of the city . As it is well known of Algeria that has a wide space, diversity of its terrains and its natural resources, especially the saharian nature , which has a very hot climate that reflexes on the architectural structures of buildings ,so the legislator issued the executive decree 27/14 concerned with specifying architectural and technical characteristics applied on buildings in the southern cities The previously mentioned decree included the building materials and the architectural characteristics of building , and it insisted on the local authorities to follow and to adjust the urban configuration plans , and to put this decree into practice in general. What is noticeable about this decree is that it is devoted to the costoms and traditions and the local heritage which must be reflected on the architect of this saharian cities Keywords: Urbanization.
