الطفولة المسعفة في الجزائر، أي واقع وأي أفاق؟

الملخص
ملخص : أن ظاهرة الأطفال المهملين هي من الظواهر التي تثير قلق المجتمع خصوصا أمام تناميها وازديادها بشكل مطرد. هذه الظاهرة تعددت أسبابها وظروفها ووقائعها، فأرقت الدولة والمجتمع معا رغم تطبيق مجموعة من الحلول لتحد من اتساع حالات الإهمال وتحولها إلى ظواهر أخرى كتشكيل عصابات أو جمعيات أشرار،... الخ. ومن بين أهم هذه الحلول هو إنشاء مراكز أو ديار للطفولة المسعفة أين يتم استيعاب هذه الفئة أو التكفل بهم اجتماعيا من طرف بعض العائلات إذن من هو الطفل المهمل؟ وما هي طرق حمايته و إجراءات التكفل به اجتماعيا؟.وما هو واقع الطفولة المسعفة في الجزائر؟ Résumé Le phénomène des enfants abandonnés est un des phénomènes qui suscite l’inquiétude de la société du fait particulièrement de son accroissement de manière continue. Les causes ainsi que les circonstances, voire les faits de ce phénomène s’étant multipliés, ils reconquièrent l’Etat et la société réunis, malgré l’application d’un ensemble de solutions afin de limiter l’amplification des cas d’abandons et ce, pour ne pas se transformer en d’autres phénomènes sociaux, tels que la constitution d’associations de malfaiteurs etc.. La création des centres ou des maisons pour l’enfance assistée, considérée comme étant l’une des principales solutions à cet égard, va permettre la prise socialement en charge de cette catégorie de personnes par des familles d’accueil. Ceci étant, qui est l’enfant abandonné? Quelles sont les voies de sa protection et les modalités de sa prise en charge sociale? Quelle est la réalité de l’enfance assistée en Algérie ? Abstract : The phenomenon of abandoned children is one of the phenomena of society particularly with its continuously growing concern. The causes so that the circumstances, or even the facts of this phenomenon is being multiplied, they abandoned the State and society together, despite the application of a set of solutions in order to limit the amplification of cases of abandonment and to not be transform into other social phenomena, such as the formation of associations of criminals etc. The creation of centers or homes for children assisted, considered as one of the leading solutions in this regard, will allow the socially assumption of this category of people by foster families. This being, who is the abandoned child? What are the ways of protection and the modalities of its social care? What is the reality of childhood assisted in Algeria?
