الملخص

On the performance of his duties, a public official may commit professional or even criminal misdemeanors, which render him responsible. Given that the relationship between the public officer and his or her employer is statutory, legal systems have regulated the employee's professional career, including the disciplinary system. The employee must be sanctioned in accordance with clear disciplinary procedures provided for in the civil service regulations, with many legal guarantees protecting him from the arbitrariness of administration under the control of the judiciary.
