الملخص
تهدف هذه الورقة البحثية الى إبراز دور الحوكمة المالية في إرساء شفافية الموازنة العامة للدولة، وذلك من خلال البحث على أفضل المعايير والمؤشرات التي من شأنها الرفع من أداء الموازنة وبالتالي تعبئة أكبر قدر ممكن من الموارد وتحقيق الكفاءة في الانفاق العام ووفقا لمتطلبات الانضباط المالي المعزز بالرقابة المالية. وعلاوة على المبادرات الدولية في مجال الموازنة العامة وأدائها، اخترنا موضوع الدراسة المعنون بـ "الحوكمة المالية مدخل استراتيجي لقياس ورفع أداء موازنة الدولة". This paper sheds light on the role of financial governance in establishing the transparency of the general budget of the state by looking at the best criteria and indicators that will increase the performance of the budget, thus mobilizing as much resources as possible, achieving efficiency in public spending and in accordance with the requirements of financial discipline enhanced by financial supervision. In addition to the international initiatives in the field of the general budget and its performance, we have chosen the subject of the study entitled "Financial governance a strategic input to measure and raise the performance of the state budget".
