ظاهرة اختطاف الاطفال في الجزائر: ابعادها واستراتيجة مكافحتها

الملخص
الملخَّـص: تعد ظاهرة اختطاف الأطفال ظاهرة قديمة في كل المجتمعات فهي ليست جديدة على مجتمعنا، وأهدافها تختلف باختلاف الدافع المعنوي (نية الجاني) لمرتكب الجريمة، فقد تكون لأهداف مالية كطلب فدية، أو المتاجرة بالأطفال أو بأعضائهم البشرية أو لأغراض السحر والشعوذة، أو لمجابهة نزاعات عائلية كالهروب بالطفل إلى الخارج، أو تكون لأهداف إجرامية بنية الاعتداء الجنسي على الضحية، وغالبا للأسف ما تنتهي بقتل الطفل بنية محو الأدلة، واللافت للانتباه أن هذه الظاهرة لا تحظى بالاهتمام اللازم في بلادنا، عكس البلدان الغربية التي تحرك فيها هذه الاخيرة حكومات بأكملها. إن التركيبة الاجتماعية للشعب الجزائري المستمدة من الثقافة الإسلامية، تجعل منه شعبا يرفض كل الرفض مثل هذه الممارسات، صحيح أن الظاهرة غير معممة، لكنها تبقى موجودة وتفرض نفسها بقوة، ويكفي تسجيل حالة واحدة من الاختطاف والقتل لترهيب شعب بأكمله. Résumé: Le phénomène d’enlèvement d’enfants est un ancien phénomène dans toutes les sociétés et n’est pas nouvel en Algérie, ses objectifs varient selon le motif moral du délinquant (l'intention du contrevenant), il pourrait être pour objectifs financiers comme la demande de rançon, la traite des enfants ou de leurs organes humains, aux fins de la magie et de la sorcellerie ou pour faire face à des conflits familiaux tels que l’enlèvement d'enfant vers l'étranger, ou pour des objectifs criminels avec l’intention de l’agression sexuelle sur la victime. Et malheureusement on finit souvent par tuer l’enfant afin d’effacer les preuves, ce qui est remarquable, c’est que ce phénomène ne reçoit pas l'attention nécessaire dans notre pays, contrairement aux autres pays occidentaux où ce dernier mobilise des gouvernements tout entiers. La structure sociale du peuple algérien qui est dérivée de la culture islamique fait de lui un peuple qui refuse entièrement et définitivement ces pratiques. C’est vrai que ce phénomène n’est pas généralisé, mais il demeure encore existé et qui s’impose, il suffit d’enregistrer un seul cas d’enlèvement et d’assassinat pour faire intimider tout un peuple. Abstract: The phenomenon of children abduction is an old phenomenon in all societies and it isn’t new in Algeria. Its objectives vary according to the offender's moral motive (The offender’s intention). It could be for financial purposes as asking for ransom, trafficking in children or in their human organs, for purposes of sorcery and witchcraft or to deal with family disputes such as child abduction abroad, or for criminal purposes with the intention of sexual assault on the victim, unfortunately they often end up by killing the child in order to erase the evidences. Which is remarkable is that our country doesn’t pay the necessary attention to this phenomenon, contrary to other foreign countries where this latter mobilizes the whole governments. The social structure of the Algerian people which is derived from Islamic culture makes of them a people who totally refuse these practices. It is true that this phenomenon isn’t widespread, but it still exists and which imposes itself, it is enough to register only one case of kidnapping and assassination to make intimidate the whole people.
